Politika EU v oblasti klimatu je obsa\u017eena v takzvan\u00e9m legislativn\u00edm bal\u00ed\u010dku &#8222;Fit for 55&#8220;, kter\u00fd m\u00e1 teoreticky sn\u00ed\u017eit emise sklen\u00edkov\u00fdch plyn\u016f v Unii o 55 % v roce 2030, odtud jeho zvl\u00e1\u0161tn\u00ed n\u00e1zev. Program &#8222;Fit for 55&#8220; v\u0161ak p\u0159edstavuje v\u00fdzvu pro silni\u010dn\u00ed, leteckou a n\u00e1mo\u0159n\u00ed dopravu. Pokud jde o silni\u010dn\u00ed dopravu, jeden z pr\u00e1vn\u00edch akt\u016f &#8222;Fit for 55&#8220;, na\u0159\u00edzen\u00ed 2023\/851, vy\u0159azuje spalovac\u00ed motory pro silni\u010dn\u00ed vozidla v roce 2035. Org\u00e1ny Unie toto opat\u0159en\u00ed obhajuj\u00ed na z\u00e1klad\u011b toho, \u017ee emise sklen\u00edkov\u00fdch plyn\u016f z osobn\u00ed dopravy p\u0159edstavuj\u00ed p\u0159ibli\u017en\u011b 20 % celkov\u00fdch emis\u00ed EU. Ji\u017e nyn\u00ed v\u0161ak v\u00edme, \u017ee automobily s n\u00edzk\u00fdmi emisemi CO2 (elektromobily) nejsou cenov\u011b dostupn\u00e9 pro evropsk\u00e9 skupiny s ni\u017e\u0161\u00edmi p\u0159\u00edjmy, kter\u00e9 by musely zaplatit n\u00e1r\u016fst ceny o 10-50 % ve srovn\u00e1n\u00ed s klasick\u00fdm spalovac\u00edm vozidlem. Pokud se tato populace m\u00edsto toho vyd\u00e1 na trh s ojet\u00fdmi vozidly, vyvstane probl\u00e9m omezen\u00e9 \u017eivotnosti bateri\u00ed. \u010c\u00ednsk\u00e9 obyvatelstvo m\u00e1 k elektromobil\u016fm lep\u0161\u00ed p\u0159\u00edstup, proto\u017ee se nemus\u00ed pot\u00fdkat s probl\u00e9my nedostatku polovodi\u010d\u016f, \u00fazk\u00fdmi m\u00edsty v dodavatelsk\u00e9m \u0159et\u011bzci kv\u016fli nab\u00eddce vz\u00e1cn\u00fdch materi\u00e1l\u016f a nedostate\u010dnou ve\u0159ejnou podporou, kter\u00e1 je v Evrop\u011b pova\u017eov\u00e1na za zm\u011bnu konkurence. V d\u016fsledku toho se maloobchodn\u00ed cena elektromobil\u016f v \u010c\u00edn\u011b v roce 2023 sn\u00ed\u017eila o 2 % oproti p\u0159edchoz\u00edmu roku. P\u0159echod na elektrifikaci osobn\u00edch a n\u00e1kladn\u00edch automobil\u016f a dod\u00e1vek bude m\u00edt dopad na popt\u00e1vku po energii dod\u00e1van\u00e9 elektrick\u00fdmi s\u00edt\u011bmi, a tedy i na jej\u00ed cenu. Studie bohu\u017eel neposkytuje anal\u00fdzu \u00fadaj\u016f o takov\u00e9m n\u00e1r\u016fstu ceny, a pokud se t\u00fdk\u00e1 n\u00e1kladn\u00ed dopravy, ani o produktivit\u011b. Regulace \u017eelezni\u010dn\u00ed dopravy se vyv\u00edjela od postupn\u00e9 liberalizace k podpo\u0159e v\u011bt\u0161\u00edho objemu dopravy na \u017eelezni\u010dn\u00ed s\u00edti jako alternativy k v\u00edce zne\u010di\u0161\u0165uj\u00edc\u00edm form\u00e1m mobility. Sm\u011brnice o zdan\u011bn\u00ed energie ru\u0161\u00ed \u00fapln\u00e9 osvobozen\u00ed od zdan\u011bn\u00ed energie pro cesty uvnit\u0159 EU jak pro leteckou dopravu (kerosin), tak pro n\u00e1mo\u0159n\u00ed dopravu (t\u011b\u017ek\u00fd olej). Pokud jde o leteckou dopravu, leteck\u00e1 doprava se pod\u00edl\u00ed na celosv\u011btov\u00fdch emis\u00edch CO2 p\u0159ibli\u017en\u011b 2-3 % a p\u0159edpokl\u00e1d\u00e1 se, \u017ee tyto emise se budou d\u00e1le zvy\u0161ovat v d\u016fsledku r\u016fstu popt\u00e1vky. Studie p\u0159edpokl\u00e1d\u00e1 vy\u0161\u0161\u00ed ceny letenek pro cestuj\u00edc\u00ed a ni\u017e\u0161\u00ed frekvenci let\u016f na n\u011bkter\u00fdch tras\u00e1ch. To plat\u00ed jak pro komer\u010dn\u00ed lety, tak pro n\u00e1kladn\u00ed leteckou dopravu; v druh\u00e9m p\u0159\u00edpad\u011b m\u00e1 zv\u00fd\u0161en\u00ed sazeb za n\u00e1kladn\u00ed dopravu p\u0159\u00edpadn\u00e9 d\u016fsledky pro konkurenceschopnost. A kone\u010dn\u011b, n\u00e1mo\u0159n\u00ed doprava se rovn\u011b\u017e setk\u00e1 se zv\u00fd\u0161en\u00edm cen j\u00edzdenek pro cestuj\u00edc\u00ed. N\u00e1mo\u0159n\u00ed n\u00e1kladn\u00ed doprava bude podobn\u011b posti\u017eena vy\u0161\u0161\u00edmi provozn\u00edmi n\u00e1klady a sazbami za p\u0159epravu. Cenov\u00fd rozd\u00edl mezi konven\u010dn\u00edmi a alternativn\u00edmi palivy pro n\u00e1mo\u0159n\u00ed dopravu m\u016f\u017ee b\u00fdt pom\u011brn\u011b zna\u010dn\u00fd, v sou\u010dasn\u00e9 dob\u011b je o 40 % vy\u0161\u0161\u00ed. Lodn\u00ed spole\u010dnosti budou motivov\u00e1ny ke sni\u017eov\u00e1n\u00ed rychlosti, aby sn\u00ed\u017eily spot\u0159ebu paliva a emise, co\u017e prodlou\u017e\u00ed dobu plavby a po\u0161kod\u00ed produktivitu. Studie poukazuje na \u0159et\u011bzov\u00e9 \u00fa\u010dinky na zam\u011bstnanost a navazuj\u00edc\u00ed spojen\u00ed pro p\u0159\u00edstavy EU, kter\u00e9 ztrat\u00ed provoz, proto\u017ee rejda\u0159i se vyh\u00fdbaj\u00ed p\u0159\u00edstav\u016fm v Evropsk\u00e9m hospod\u00e1\u0159sk\u00e9m prostoru nebo je minimalizuj\u00ed, aby unikli dopad\u016fm pr\u00e1va Unie.<\/p>\n<p>  Nap\u0159\u00edklad lo\u010f pluj\u00edc\u00ed z \u010c\u00edny do Evropy by si mohla vybrat p\u0159\u00edstav Tanger v Maroku, a ne Algeciras ve \u0160pan\u011blsku, kter\u00fd je vzd\u00e1len pouh\u00fdch 30 kilometr\u016f. Syst\u00e9my dotac\u00ed s c\u00edlem kontrolovat r\u016fst cen nejsou ekonomicky udr\u017eiteln\u00e9 a znamenaj\u00ed ne\u017e\u00e1douc\u00ed z\u00e1sah do trhu. Evropsk\u00e1 unie ji\u017e na obdob\u00ed 2021-2027 vy\u010dlenila prost\u0159ednictv\u00edm N\u00e1stroje pro propojen\u00ed Evropy rozpo\u010det ve v\u00fd\u0161i 25,8 EUR na dopravu. Obh\u00e1jci programu &#8222;Fit for 55&#8220; v oblasti dopravy argumentuj\u00ed t\u00edm, \u017ee toto odv\u011btv\u00ed je v EU na posledn\u00edm m\u00edst\u011b, pokud jde o m\u00edru vyu\u017e\u00edv\u00e1n\u00ed energie z obnoviteln\u00fdch zdroj\u016f, a to pouze 8,9 %.
