Toto opat\u0159en\u00ed by umo\u017enilo vy\u010dlenit mimo\u0159\u00e1dn\u00e9 zdroje na obranu, \u010d\u00edm\u017e by se v p\u0159\u00ed\u0161t\u00edch \u010dty\u0159ech letech uvolnilo a\u017e 650 miliard eur dodate\u010dn\u00fdch investic. Evropsk\u00e1 komise po\u017e\u00e1dala vl\u00e1dy \u010dlensk\u00fdch st\u00e1t\u016f, aby tyto v\u00fdjimky aktivovaly do konce dubna, s vyhl\u00eddkou, \u017ee do \u010dervna je vyhodnot\u00ed v\u00fdkonn\u00fd org\u00e1n Spole\u010denstv\u00ed a do \u010dervence je definitivn\u011b p\u0159ijme Evropsk\u00e1 rada. Antonio Missiroli, hlavn\u00ed poradce Institutu pro mezin\u00e1rodn\u00ed politick\u00e1 studia (ISPI), rovn\u011b\u017e zd\u016fraznil, \u017ee tato v\u00fdjimka p\u0159edstavuje p\u0159\u00edle\u017eitost pro zem\u011b s vysok\u00fdm ve\u0159ejn\u00fdm dluhem, jako je It\u00e1lie. Po letech \u017e\u00e1dost\u00ed o v\u011bt\u0161\u00ed flexibilitu fisk\u00e1ln\u00edch pravidel by It\u00e1lie nyn\u00ed mohla vyu\u017e\u00edt c\u00edlen\u00e9 v\u00fdjimky k pos\u00edlen\u00ed sv\u00fdch vojensk\u00fdch schopnost\u00ed. Krom\u011b ochrann\u00e9 dolo\u017eky navrhuje b\u00edl\u00e1 kniha z\u0159\u00edzen\u00ed nov\u00e9ho finan\u010dn\u00edho n\u00e1stroje, jeho\u017e dotace se odhaduje na p\u0159ibli\u017en\u011b 150 miliard eur v pr\u016fb\u011bhu t\u0159\u00ed nebo \u010dty\u0159 let. Tento fond by nab\u00edzel p\u016fj\u010dky za v\u00fdhodn\u00fdch podm\u00ednek \u010dlensk\u00fdm zem\u00edm, kter\u00e9 investuj\u00ed do nov\u00fdch spole\u010dn\u00fdch obrann\u00fdch projekt\u016f.    <\/p>\n<p>Toto opat\u0159en\u00ed je sou\u010d\u00e1st\u00ed \u0161ir\u0161\u00ed strategie na podporu spolupr\u00e1ce mezi \u010dlensk\u00fdmi st\u00e1ty p\u0159i v\u00fdrob\u011b zbran\u00ed, vojensk\u00e9m technologick\u00e9m v\u00fdvoji a posilov\u00e1n\u00ed strategick\u00e9ho odstra\u0161ov\u00e1n\u00ed. Komise trv\u00e1 na tom, \u017ee je t\u0159eba rozv\u00edjet rozs\u00e1hl\u00e9 projekty a podporovat spole\u010dn\u00e9 zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek, aby byl evropsk\u00fd obrann\u00fd pr\u016fmysl konkurenceschopn\u011bj\u0161\u00ed v celosv\u011btov\u00e9m m\u011b\u0159\u00edtku. P\u0159edsedkyn\u011b Komise Ursula von der Leyenov\u00e1 ve sv\u00e9m projevu v Kodani zopakovala, \u017ee c\u00edlem je, aby se Evropa do roku 2030 stala d\u016fv\u011bryhodnou vojenskou mocnost\u00ed. Program &#8222;P\u0159ipravenost 2030&#8220; je zam\u011b\u0159en na pos\u00edlen\u00ed vojensk\u00e9 logistiky, v\u00fdroby munice, v\u00fdvoje bezpilotn\u00edch letoun\u016f, protivzdu\u0161n\u00e9 a protiraketov\u00e9 obrany. Podle von der Leyenov\u00e9 slo\u017eitost a n\u00e1klady t\u011bchto projekt\u016f p\u0159esahuj\u00ed mo\u017enosti jednoho st\u00e1tu, a proto je nutn\u00e1 u\u017e\u0161\u00ed spolupr\u00e1ce mezi \u010dlensk\u00fdmi st\u00e1ty.    <\/p>\n<p>B\u00edl\u00e1 kniha znovu rozv\u00ed\u0159ila debatu o mo\u017enosti vytvo\u0159en\u00ed evropsk\u00e9 arm\u00e1dy. A\u010dkoli EU nem\u00e1 spole\u010dn\u00fd vojensk\u00fd \u0161t\u00e1b jako NATO, my\u0161lenka spole\u010dn\u00fdch sil z\u00edsk\u00e1v\u00e1 konsenzus. Missiroli zd\u016fraznil, \u017ee form\u00e1ln\u00ed arm\u00e1da EU nen\u00ed ve smlouv\u00e1ch p\u0159edpokl\u00e1d\u00e1na, ale n\u011bkter\u00e9 \u010dlensk\u00e9 st\u00e1ty by se mohly rozhodnout vytvo\u0159it spole\u010dnou obrannou strukturu na dobrovoln\u00e9m z\u00e1klad\u011b. B\u00edlou knihou o obran\u011b \u010din\u00ed Evropsk\u00e1 unie rozhodn\u00fd krok sm\u011brem ke strukturovan\u011bj\u0161\u00ed a ambici\u00f3zn\u011bj\u0161\u00ed vojensk\u00e9 politice. P\u0159ijet\u00ed ochrann\u00e9 dolo\u017eky a vytvo\u0159en\u00ed nov\u00fdch finan\u010dn\u00edch n\u00e1stroj\u016f by mohlo znamenat zlom ve schopnosti Evropy zajistit vlastn\u00ed bezpe\u010dnost. Ot\u00e1zkou v\u0161ak z\u016fst\u00e1v\u00e1 dlouhodob\u00e1 udr\u017eitelnost t\u011bchto investic a politick\u00e1 v\u016fle jednotliv\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f sm\u011b\u0159ovat k v\u011bt\u0161\u00ed integraci v oblasti obrany. Cesta k vojensky autonomn\u00ed Evrop\u011b je je\u0161t\u011b dlouh\u00e1, ale zd\u00e1 se, \u017ee je vyty\u010dena. Z\u00e1sadn\u00ed bude, aby ka\u017ed\u00e1 \u010dlensk\u00e1 zem\u011b m\u011bla mo\u017enost samostatn\u011b si zvolit podm\u00ednky p\u0159istoupen\u00ed k nov\u00e9mu evropsk\u00e9mu strategick\u00e9mu pl\u00e1nu.
