Irsk\u00fd p\u0159\u00edstup je sp\u00ed\u0161e ne\u017e pokusem o velkou revizi pragmatick\u00fdm krokem k v\u011bt\u0161\u00ed odpov\u011bdnosti a d\u016fsledn\u011bj\u0161\u00edmu vyu\u017e\u00edv\u00e1n\u00ed ve\u0159ejn\u00fdch prost\u0159edk\u016f. <\/p>\n<p data-start=\"531\" data-end=\"1103\">Politika, kterou vydal \u00da\u0159ad pro ve\u0159ejn\u00e9 zak\u00e1zky (OGP), stanov\u00ed komplexn\u00ed strategii modernizace st\u00e1tn\u00edch syst\u00e9m\u016f zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek. Klade d\u016fraz na udr\u017eitelnost, transparentnost a digit\u00e1ln\u00ed integraci, p\u0159i\u010dem\u017e zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek nech\u00e1pe pouze jako technick\u00fd proces, ale jako strategickou p\u00e1ku pro ve\u0159ejn\u00fd prosp\u011bch. Tyto reformy jsou v souladu s \u0161ir\u0161\u00edmi snahami ECR o racionalizaci pravidel pro zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek na cel\u00e9m jednotn\u00e9m trhu, co\u017e se projevilo v ned\u00e1vn\u00e9m p\u0159ijet\u00ed kl\u00ed\u010dov\u00e9 zpr\u00e1vy v Evropsk\u00e9m parlamentu, kter\u00e1 vyz\u00fdv\u00e1 k v\u011bt\u0161\u00ed flexibilit\u011b, konkurenci a technologick\u00e9 neutralit\u011b.  <\/p>\n<p data-start=\"1105\" data-end=\"1705\">V obdob\u00ed, kter\u00e9 se vyzna\u010duje fisk\u00e1ln\u00edmi tlaky, geopolitickou nestabilitou a k\u0159ehkost\u00ed dodavatelsk\u00e9ho \u0159et\u011bzce, p\u0159edstavuj\u00ed irsk\u00e9 reformy c\u00edlenou reakci na struktur\u00e1ln\u00ed zranitelnost. Vych\u00e1zej\u00ed z impulsu, kter\u00fd p\u0159inesla ned\u00e1vn\u00e1 opat\u0159en\u00ed v oblasti prosazov\u00e1n\u00ed pr\u00e1va a \u0161ir\u0161\u00ed vl\u00e1dn\u00ed z\u00e1vazky ke zjednodu\u0161en\u00ed administrativy. Ve\u0159ejn\u00e9 zak\u00e1zky, kter\u00e9 p\u0159edstavuj\u00ed miliardy eur ro\u010dn\u011b, jsou z\u00e1kladem v\u0161eho od vybaven\u00ed nemocnic a\u017e po velk\u00e9 dopravn\u00ed projekty. Syst\u00e9m je v\u0161ak dlouhodob\u011b kritizov\u00e1n za p\u0159\u00edli\u0161nou slo\u017eitost, omezenou hospod\u00e1\u0159skou sout\u011b\u017e a nepr\u016fhledn\u00e9 postupy, kter\u00e9 zvy\u0161uj\u00ed n\u00e1klady a vylu\u010duj\u00ed men\u0161\u00ed firmy.   <\/p>\n<p data-start=\"1707\" data-end=\"2357\">Politick\u00e9 prohl\u00e1\u0161en\u00ed OGP, zve\u0159ejn\u011bn\u00e9 na konci roku 2024, se \u0159ad\u00ed do linie d\u0159\u00edv\u011bj\u0161\u00edch reforem, v\u010detn\u011b doporu\u010den\u00ed skupiny pro p\u0159ezkum kapit\u00e1lu z roku 2013 a n\u00e1rodn\u00edho r\u00e1mce politiky ve\u0159ejn\u00fdch zak\u00e1zek z roku 2019. Je rovn\u011b\u017e v souladu s c\u00edli programu transformace lep\u0161\u00edch ve\u0159ejn\u00fdch slu\u017eeb do roku 2023. Sp\u00ed\u0161e ne\u017e na snahu o legislativn\u00ed zm\u011bnu se politika zam\u011b\u0159uje na praktick\u00e1 vylep\u0161en\u00ed s c\u00edlem zlep\u0161it v\u00fdsledky v r\u00e1mci st\u00e1vaj\u00edc\u00edho r\u00e1mce, kter\u00fd je v souladu s p\u0159edpisy EU. Tento st\u0159\u00edzliv\u00fd p\u0159\u00edstup zohled\u0148uje omezen\u00ed vypl\u00fdvaj\u00edc\u00ed z postpandemick\u00e9ho prost\u0159ed\u00ed, kde naru\u0161en\u00ed dod\u00e1vek a inflace zv\u00fd\u0161ily pot\u0159ebu odoln\u00fdch a p\u0159izp\u016fsobiv\u00fdch struktur pro zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek.   <\/p>\n<p data-start=\"2359\" data-end=\"2626\">J\u00e1drem dokumentu je my\u0161lenka, \u017ee zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek mus\u00ed b\u00fdt zam\u011b\u0159eno na ve\u0159ejnou hodnotu, nikoliv na pln\u011bn\u00ed po\u017eadavk\u016f. \u010cty\u0159i tematick\u00e9 pil\u00ed\u0159e &#8211; strategick\u00e9 zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek, transparentnost, digitalizace a informovan\u00e9 dod\u00e1vky &#8211; vyty\u010duj\u00ed cestu k realizaci v nadch\u00e1zej\u00edc\u00edm desetilet\u00ed. <\/p>\n<p data-start=\"2628\" data-end=\"3096\">Strategick\u00e9 zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek up\u0159ednost\u0148uje rutinn\u00ed vyu\u017e\u00edv\u00e1n\u00ed zelen\u00fdch ve\u0159ejn\u00fdch zak\u00e1zek, zejm\u00e9na ve stavebnictv\u00ed, doprav\u011b a dal\u0161\u00edch odv\u011btv\u00edch s velk\u00fdm dopadem na \u017eivotn\u00ed prost\u0159ed\u00ed. Rovn\u011b\u017e nasti\u0148uje opat\u0159en\u00ed na podporu inovac\u00ed a roz\u0161\u00ed\u0159en\u00ed p\u0159\u00edstupu pro soci\u00e1ln\u00ed podniky a mal\u00e9 a st\u0159edn\u00ed podniky, kter\u00e9 maj\u00ed \u010dasto probl\u00e9my konkurovat velk\u00fdm firm\u00e1m ve v\u00fdb\u011brov\u00fdch \u0159\u00edzen\u00edch. Prost\u0159ednictv\u00edm c\u00edlen\u00e9 podpory a vyhrazen\u00fdch zak\u00e1zek se politika pokou\u0161\u00ed obnovit rovnov\u00e1hu podm\u00ednek, kter\u00e9 byly v minulosti naklon\u011bny st\u00e1vaj\u00edc\u00edm podnik\u016fm.  <\/p>\n<p data-start=\"3098\" data-end=\"3811\">Transparentnost je formulov\u00e1na jako nezpochybniteln\u00e1 pojistka. Platforma eTenders z\u016fstane centr\u00e1ln\u00edm \u00falo\u017ei\u0161t\u011bm pro v\u0161echna ozn\u00e1men\u00ed nad prahov\u00fdmi hodnotami EU, p\u0159i\u010dem\u017e se pl\u00e1nuje roz\u0161\u00ed\u0159en\u00ed zve\u0159ej\u0148ov\u00e1n\u00ed \u00fadaj\u016f o ve\u0159ejn\u00fdch zak\u00e1zk\u00e1ch prost\u0159ednictv\u00edm port\u00e1lu data.gov.ie. Roz\u0161\u00ed\u0159en\u00e9 pod\u00e1v\u00e1n\u00ed zpr\u00e1v mezin\u00e1rodn\u00edm org\u00e1n\u016fm, jako je OECD a Sv\u011btov\u00e1 banka, m\u00e1 za c\u00edl porovnat v\u00fdkonnost s glob\u00e1ln\u00edmi standardy. Tato opat\u0159en\u00ed p\u0159\u00edmo reaguj\u00ed na zpr\u00e1vu Evropsk\u00e9ho \u00fa\u010detn\u00edho dvora z roku 2023, kter\u00e1 varovala, \u017ee hospod\u00e1\u0159sk\u00e1 sout\u011b\u017e na trz\u00edch ve\u0159ejn\u00fdch zak\u00e1zek v EU kles\u00e1, p\u0159i\u010dem\u017e na jedno v\u00fdb\u011brov\u00e9 \u0159\u00edzen\u00ed p\u0159ipad\u00e1 m\u00e9n\u011b uchaze\u010d\u016f a roste pod\u00edl \u0159\u00edzen\u00ed s jedinou nab\u00eddkou. Vyu\u017eit\u00edm anal\u00fdzy dat k odhalov\u00e1n\u00ed anom\u00e1li\u00ed, jako je nap\u0159\u00edklad bid-rigging, se Irsko sna\u017e\u00ed omezit p\u0159\u00edle\u017eitosti ke korupci a nekal\u00fdm praktik\u00e1m.    <\/p>\n<p data-start=\"3813\" data-end=\"4456\">Nejambici\u00f3zn\u011bj\u0161\u00ed sou\u010d\u00e1st\u00ed strategie je digitalizace. Vych\u00e1z\u00ed z pl\u00e1nu Connecting Government 2030 a po\u010d\u00edt\u00e1 s pln\u011b elektronick\u00fdm ekosyst\u00e9mem zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek. C\u00edlem p\u0159ijet\u00ed z\u00e1sady &#8222;pouze jednou&#8220; je odstranit duplicitn\u00ed administrativn\u00ed kroky a sn\u00ed\u017eit z\u00e1t\u011b\u017e spojenou s dodr\u017eov\u00e1n\u00edm p\u0159edpis\u016f jak pro podniky, tak pro ve\u0159ejn\u00e9 org\u00e1ny. Interoperabilita se syst\u00e9my EU by m\u011bla roz\u0161\u00ed\u0159it p\u0159eshrani\u010dn\u00ed p\u0159\u00edstup, zat\u00edmco investice do z\u00e1kladn\u00ed IT infrastruktury slibuj\u00ed zefektivnit v\u0161e od hodnocen\u00ed p\u0159ed zad\u00e1n\u00edm zak\u00e1zky a\u017e po jej\u00ed monitorov\u00e1n\u00ed. Tyto reformy p\u0159\u00edmo \u0159e\u0161\u00ed rozt\u0159\u00ed\u0161t\u011bnost a zastaral\u00e9 syst\u00e9my, kter\u00e9 v sou\u010dasnosti br\u00e1n\u00ed efektivit\u011b.    <\/p>\n<p data-start=\"4458\" data-end=\"4890\">\u010ctvrt\u00fd pil\u00ed\u0159, informovan\u00e9 poskytov\u00e1n\u00ed, se zam\u011b\u0159uje na p\u0159izp\u016fsobivost. Zavazuje se k pr\u016fb\u011b\u017en\u00e9mu vylep\u0161ov\u00e1n\u00ed politiky, posilov\u00e1n\u00ed pokyn\u016f a trval\u00e9mu profesn\u00edmu rozvoji odborn\u00edk\u016f v oblasti zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek. Aktualizovan\u00e9 ob\u011b\u017en\u00edky &#8211; v\u010detn\u011b nov\u00fdch pokyn\u016f pro \u0159\u00edzen\u00ed v\u00fdstavby &#8211; poskytnou ve\u0159ejn\u00fdm org\u00e1n\u016fm prakti\u010dt\u011bj\u0161\u00ed n\u00e1stroje pro dodr\u017eov\u00e1n\u00ed p\u0159edpis\u016f, zat\u00edmco pokra\u010duj\u00edc\u00ed propagace v EU zajist\u00ed, \u017ee irsk\u00e9 zku\u0161enosti budou informovat o vyv\u00edjej\u00edc\u00edm se evropsk\u00e9m regula\u010dn\u00edm prost\u0159ed\u00ed.  <\/p>\n<p data-start=\"4892\" data-end=\"5480\">Kontrola ob\u010dansk\u00e9 spole\u010dnosti pos\u00edlila pot\u0159ebu reformy. Transparency International Ireland ve sv\u00e9m pod\u00e1n\u00ed OGP v kv\u011btnu 2025 upozornila na zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek jako na jednu z nejv\u00edce korupc\u00ed ohro\u017een\u00fdch oblast\u00ed v Evrop\u011b. Uv\u00e1d\u011bla dom\u00e1c\u00ed nedostatky, v\u010detn\u011b vylou\u010den\u00ed mal\u00fdch a st\u0159edn\u00edch podnik\u016f a chronick\u00e9ho p\u0159ekra\u010dov\u00e1n\u00ed limit\u016f spojen\u00fdch s projekty, jako je N\u00e1rodn\u00ed d\u011btsk\u00e1 nemocnice. Analytici ve\u0159ejn\u00fdch zak\u00e1zek podobn\u011b kritizovali dominanci modelu &#8222;nejni\u017e\u0161\u00ed ceny&#8220;, kter\u00fd \u010dasto vede k fale\u0161n\u00fdm \u00faspor\u00e1m &#8211; zejm\u00e9na v oblasti IT, kde po um\u011ble zlevn\u011bn\u00fdch nab\u00eddk\u00e1ch n\u00e1sleduj\u00ed vysok\u00e9 n\u00e1klady na \u00fadr\u017ebu a integraci.   <\/p>\n<p data-start=\"5482\" data-end=\"6150\">Irsk\u00e9 reformy zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek neexistuj\u00ed izolovan\u011b. Jsou sou\u010d\u00e1st\u00ed \u0161ir\u0161\u00edho vl\u00e1dn\u00edho programu na sn\u00ed\u017een\u00ed byrokratick\u00e9 z\u00e1t\u011b\u017ee. Ak\u010dn\u00ed pl\u00e1n pro konkurenceschopnost a produktivitu ze z\u00e1\u0159\u00ed 2025 m\u00e1 za c\u00edl odstranit zbyte\u010dn\u00e9 oznamovac\u00ed povinnosti a zefektivnit regula\u010dn\u00ed po\u017eadavky. P\u0159edpokl\u00e1d\u00e1 se, \u017ee meziresortn\u00ed p\u0159ezkum u\u0161et\u0159\u00ed podnik\u016fm a\u017e 500 milion\u016f EUR ro\u010dn\u011b sn\u00ed\u017een\u00edm nadbyte\u010dn\u00fdch n\u00e1klad\u016f na dodr\u017eov\u00e1n\u00ed p\u0159edpis\u016f. Tyto reformy jsou pos\u00edleny ve vl\u00e1dn\u00edm programu do roku 2025, kter\u00fd se zavazuje za\u010dlenit efektivitu zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek do modernizace ve\u0159ejn\u00e9ho sektoru prost\u0159ednictv\u00edm investic do digit\u00e1ln\u00edch n\u00e1stroj\u016f, program\u016f dovednost\u00ed a posuzov\u00e1n\u00ed hodnoty na z\u00e1klad\u011b \u017eivotn\u00edho cyklu.    <\/p>\n<p data-start=\"6152\" data-end=\"6716\">Transforma\u010dn\u00ed program Lep\u0161\u00ed ve\u0159ejn\u00e9 slu\u017eby, aktualizovan\u00fd prost\u0159ednictv\u00edm bulletin\u016f do roku 2025, tvrd\u00ed, \u017ee se poda\u0159ilo &#8222;v\u00fdrazn\u011b sn\u00ed\u017eit manu\u00e1ln\u00ed pracovn\u00ed z\u00e1t\u011b\u017e&#8220; p\u0159i zpracov\u00e1n\u00ed soci\u00e1ln\u00edch d\u00e1vek, a\u010dkoli p\u0159esn\u00e9 metriky st\u00e1le chyb\u00ed. V r\u00e1mci zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek byly v pilotn\u00edch programech OGP vyzkou\u0161eny zjednodu\u0161en\u00e9 \u0161ablony nab\u00eddek s c\u00edlem podpo\u0159it v\u011bt\u0161\u00ed \u00fa\u010dast mal\u00fdch a st\u0159edn\u00edch podnik\u016f. \u010ctvrt\u00fd n\u00e1rodn\u00ed ak\u010dn\u00ed pl\u00e1n Partnerstv\u00ed pro otev\u0159en\u00e9 vl\u00e1dnut\u00ed (2023-2025) p\u0159id\u00e1v\u00e1 dal\u0161\u00ed vrstvu transparentnosti, p\u0159i\u010dem\u017e zv\u00fd\u0161en\u00e1 ochrana oznamovatel\u016f a lep\u0161\u00ed regulace lobbingu nep\u0159\u00edmo posiluj\u00ed dohled nad zad\u00e1v\u00e1n\u00edm ve\u0159ejn\u00fdch zak\u00e1zek.  <\/p>\n<p data-start=\"6718\" data-end=\"7220\">\u0158e\u0161en\u00edm hlavn\u00edch p\u0159\u00ed\u010din neefektivity &#8211; rozt\u0159\u00ed\u0161t\u011bnosti \u00fadaj\u016f, zastaral\u00e9 infrastruktury a nejednotn\u00e9 praxe &#8211; umo\u017e\u0148uj\u00ed tyto reformy Irsku p\u0159ej\u00edt na p\u0159im\u011b\u0159en\u011bj\u0161\u00ed model deregulace, kter\u00fd sni\u017euje administrativn\u00ed p\u0159ek\u00e1\u017eky, ani\u017e by oslaboval dohled. To je v protikladu k normativn\u011bj\u0161\u00edm p\u0159\u00edstup\u016fm jinde v EU a zachov\u00e1v\u00e1 schopnost m\u00edstn\u00edch org\u00e1n\u016f p\u0159izp\u016fsobit zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek region\u00e1ln\u00edm pot\u0159eb\u00e1m, a\u0165 u\u017e jde o rozvoj venkova, bydlen\u00ed nebo komun\u00e1ln\u00ed infrastrukturu. <\/p>\n<p data-start=\"7222\" data-end=\"7848\">Na evropsk\u00e9 \u00farovni se irsk\u00e1 trajektorie \u00fazce shoduje s dlouhodob\u00fdm prosazov\u00e1n\u00edm obnovy ve\u0159ejn\u00fdch zak\u00e1zek skupinou ECR. Zpr\u00e1va z vlastn\u00ed iniciativy, kterou podpo\u0159ila ECR pod veden\u00edm polsk\u00e9ho europoslance Piotra M\u00fcllera a kterou Parlament p\u0159ijal v roce 2025, vyz\u00fdv\u00e1 k reform\u011b zalo\u017een\u00e9 na technologick\u00e9 neutralit\u011b, p\u0159\u00edstupu mal\u00fdch a st\u0159edn\u00edch podnik\u016f a digit\u00e1ln\u00ed modernizaci. Tato t\u00e9mata t\u00e9m\u011b\u0159 bodov\u011b odr\u00e1\u017eej\u00ed pil\u00ed\u0159e OGP. M\u00fcllerova zpr\u00e1va kritizuje sou\u010dasn\u00e9 sm\u011brnice za to, \u017ee vytv\u00e1\u0159ej\u00ed regula\u010dn\u00ed p\u0159ek\u00e1\u017eky, kter\u00e9 odrazuj\u00ed od inovac\u00ed, a vyz\u00fdv\u00e1 k posunu sm\u011brem k model\u016fm zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek toleruj\u00edc\u00edm riziko, kter\u00e9 jsou schopny podporovat nov\u00e9 technologie a \u0159e\u0161en\u00ed ob\u011bhov\u00e9ho hospod\u00e1\u0159stv\u00ed.   <\/p>\n<p data-start=\"7850\" data-end=\"8319\">T\u00edm, \u017ee ECR ovlivnila legislativn\u00ed n\u00e1ladu v Bruselu, ovlivnila nadch\u00e1zej\u00edc\u00ed revize sm\u011brnic o zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek, kter\u00e9 Komise pl\u00e1nuje na obdob\u00ed 2024-2025. O\u010dek\u00e1v\u00e1 se, \u017ee tyto revize budou zahrnovat p\u0159\u00edsn\u011bj\u0161\u00ed protikorup\u010dn\u00ed kontroly, p\u0159\u00edsn\u011bj\u0161\u00ed po\u017eadavky na otev\u0159en\u00e9 \u00fadaje a zjednodu\u0161en\u00e1 kvalifika\u010dn\u00ed pravidla pro mal\u00e9 a st\u0159edn\u00ed podniky. Vzhledem k tomu, \u017ee v\u00fdb\u011brov\u00e1 \u0159\u00edzen\u00ed s jedinou nab\u00eddkou nyn\u00ed v n\u011bkter\u00fdch odv\u011btv\u00edch p\u0159edstavuj\u00ed v\u00edce ne\u017e 40 % postup\u016f, je c\u00edlem t\u011bchto reforem zvr\u00e1tit znepokojiv\u00fd pokles hospod\u00e1\u0159sk\u00e9 sout\u011b\u017ee.  <\/p>\n<p data-start=\"8321\" data-end=\"8965\">Pro Irsko, kter\u00e9 je \u010dist\u00fdm pl\u00e1tcem do rozpo\u010dtu EU, p\u0159edstavuj\u00ed tyto zm\u011bny jednozna\u010dn\u00e9 v\u00fdhody.
