Pom\u011brn\u011b pomal\u00e9 tempo zav\u00e1d\u011bn\u00ed elektromobil\u016f, ekonomick\u00e9 pot\u00ed\u017ee a tlak evropsk\u00e9ho automobilov\u00e9ho pr\u016fmyslu p\u0159im\u011bly Evropskou komisi zv\u00e1\u017eit \u00fapravu d\u0159\u00edve dohodnut\u00fdch pravidel.  <\/p>\n<p>Zdroje bl\u00edzk\u00e9 diskus\u00edm na evropsk\u00e9 \u00farovni uv\u00e1d\u011bj\u00ed, \u017ee se pracuje na souboru opat\u0159en\u00ed, kter\u00e1 by umo\u017enila prodlou\u017eit prodej benzinov\u00fdch a naftov\u00fdch automobil\u016f a\u017e o p\u011bt let po uplynut\u00ed p\u016fvodn\u00ed lh\u016fty. Z\u00e1rove\u0148 by byly zavedeny v\u00fdznamn\u00e9 pob\u00eddky pro v\u00fdrobu mal\u00fdch elektromobil\u016f v EU ve snaze podpo\u0159it konkurenceschopnost evropsk\u00e9ho pr\u016fmyslu v boji s \u010c\u00ednou. Tato zm\u011bna nastaven\u00ed politik EU p\u0159ich\u00e1z\u00ed v mimo\u0159\u00e1dn\u011b citliv\u00e9m okam\u017eiku pro evropsk\u00fd automobilov\u00fd pr\u016fmysl, kter\u00fd se sou\u010dasn\u011b pot\u00fdk\u00e1 s klesaj\u00edc\u00ed popt\u00e1vkou, vysok\u00fdmi n\u00e1klady na technologick\u00e9 p\u0159izp\u016fsoben\u00ed a st\u00e1le agresivn\u011bj\u0161\u00ed konkurenc\u00ed ze strany asijsk\u00fdch v\u00fdrobc\u016f. Mezi projedn\u00e1van\u00e9 n\u00e1vrhy pat\u0159\u00ed do\u010dasn\u00e9 v\u00fdjimky z n\u011bkter\u00fdch bezpe\u010dnostn\u00edch a ekologick\u00fdch norem na dobu a\u017e deseti let, poskytov\u00e1n\u00ed p\u0159\u00edm\u00fdch \u010di nep\u0159\u00edm\u00fdch finan\u010dn\u00edch pob\u00eddek a zaveden\u00ed m\u011bstsk\u00fdch v\u00fdhod, jako jsou vyhrazen\u00e1 parkovac\u00ed m\u00edsta. Z\u00e1rove\u0148 je c\u00edlem omezit riziko, \u017ee velc\u00ed v\u00fdrobci budou pokutov\u00e1ni miliardami eur za nepln\u011bn\u00ed emisn\u00edch c\u00edl\u016f. Pro pr\u016fmyslov\u00e9 skupiny, jako jsou Stellantis, Mercedes-Benz a Volkswagen, by tyto \u00fapravy mohly znamenat rozd\u00edl mezi zachov\u00e1n\u00edm v\u00fdroby v Evrop\u011b a p\u0159esunem investic do jin\u00fdch region\u016f sv\u011bta, kde by byly v\u00fdrobn\u00ed a mzdov\u00e9 n\u00e1klady mnohem ni\u017e\u0161\u00ed. V glob\u00e1ln\u00edm kontextu, kter\u00e9mu dominuje konkurence s \u010c\u00ednou a Spojen\u00fdmi st\u00e1ty, je tlak na evropsk\u00fd pr\u016fmysl v\u011bt\u0161\u00ed ne\u017e kdy jindy.     <\/p>\n<p>Na politick\u00e9 \u00farovni st\u00e1le v\u00edce evropsk\u00fdch p\u0159edstavitel\u016f upozor\u0148uje na rizika nucen\u00e9 transformace, kter\u00e1 nezohled\u0148uje ekonomickou realitu. Mezi t\u011bmi, kdo na tuto soci\u00e1ln\u011b-ekonomickou ot\u00e1zku upozornili, je i n\u011bmeck\u00fd kancl\u00e9\u0159 Friedrich Merz. Ten ned\u00e1vno zd\u016fraznil, \u017ee ambici\u00f3zn\u00edch c\u00edl\u016f Evropsk\u00e9 unie v oblasti klimatu nelze dos\u00e1hnout bez siln\u00e9ho pr\u016fmyslov\u00e9ho sektoru. Podle kancl\u00e9\u0159e Friedricha Merze mus\u00ed j\u00edt ochrana \u017eivotn\u00edho prost\u0159ed\u00ed ruku v ruce se zachov\u00e1n\u00edm hospod\u00e1\u0159sk\u00e9 konkurenceschopnosti, jinak by se soci\u00e1ln\u00ed a pr\u016fmyslov\u00e9 n\u00e1klady mohly st\u00e1t pro EU ne\u00fanosn\u00fdmi. Na druh\u00e9 stran\u011b se oz\u00fdvaj\u00ed hlasy varuj\u00edc\u00ed, \u017ee p\u0159\u00edli\u0161n\u00e9 uvoln\u011bn\u00ed pravidel by mohlo m\u00edt opa\u010dn\u00fd \u00fa\u010dinek. Jos Delbeke, profesor Evropsk\u00e9ho univerzitn\u00edho institutu, se domn\u00edv\u00e1, \u017ee flexibilita mus\u00ed b\u00fdt \u010dasov\u011b p\u0159\u00edsn\u011b omezena. V t\u00e9to souvislosti se p\u0159echod na vozidla s nulov\u00fdmi emisemi ji\u017e nepova\u017euje za line\u00e1rn\u00ed a rychl\u00fd proces, ale za proces, kter\u00fd vy\u017eaduje p\u0159izp\u016fsoben\u00ed sou\u010dasn\u00fdm ekonomick\u00fdm a soci\u00e1ln\u00edm podm\u00ednk\u00e1m. Pro Evropskou unii je v s\u00e1zce mnoho: jak udr\u017eet rovnov\u00e1hu mezi ambicemi v oblasti klimatu a ochranou odv\u011btv\u00ed, kter\u00e9 je jedn\u00edm z pil\u00ed\u0159\u016f ekonomiky star\u00e9ho kontinentu?    <\/p>\n<h3 style=\"text-align: center;\"><b>Mo\u017en\u00e9 d\u016fsledky pro Rumunsko: strategick\u00e9 odv\u011btv\u00ed pod tlakem. N\u011bmecko, epicentrum pr\u016fmyslov\u00e9ho tlaku <\/b><\/h3>\n<p>Jak\u00e9koli rozhodnut\u00ed o zru\u0161en\u00ed nebo odlo\u017een\u00ed z\u00e1kazu konven\u010dn\u00edch motor\u016f by m\u011blo v\u00fdznamn\u00fd dopad na Rumunsko, kde automobilov\u00fd pr\u016fmysl hraje kl\u00ed\u010dovou roli v ekonomice zem\u011b. Toto odv\u011btv\u00ed, kter\u00e9 se pod\u00edl\u00ed na hrub\u00e9m dom\u00e1c\u00edm produktu v\u00edce ne\u017e 13 % a poskytuje des\u00edtky tis\u00edc pracovn\u00edch m\u00edst, je siln\u011b z\u00e1visl\u00e9 na rozhodnut\u00edch p\u0159ijat\u00fdch na evropsk\u00e9 \u00farovni a na dotac\u00edch poskytovan\u00fdch rumunsk\u00fdm st\u00e1tem. Odbornice na energetickou politiku Corina Murafa, kter\u00e1 se p\u0159\u00edmo \u00fa\u010dastn\u00ed diskus\u00ed v Bruselu, vysv\u011btlila, \u017ee se zva\u017euje n\u011bkolik sc\u00e9n\u00e1\u0159\u016f. Prvn\u00edm sc\u00e9n\u00e1\u0159em by bylo posunut\u00ed term\u00ednu 2035 p\u0159ibli\u017en\u011b o p\u011bt let. Sou\u010dasn\u011b Evropsk\u00e1 komise p\u0159ipravuje i dal\u0161\u00ed iniciativy, jako je sm\u011brnice o ekologizaci podnikov\u00fdch vozov\u00fdch park\u016f, jej\u00edm\u017e c\u00edlem je stimulovat popt\u00e1vku po m\u00e9n\u011b zne\u010di\u0161\u0165uj\u00edc\u00edch vozidlech a sn\u00ed\u017eit jejich ceny zv\u00fd\u0161en\u00edm objemu v\u00fdroby.     <\/p>\n<p>Bohu\u017eel, popla\u0161n\u00e9 zvony bij\u00ed i v N\u011bmecku, kde se Volkswagen poprv\u00e9 po t\u00e9m\u011b\u0159 dev\u00edti desetilet\u00edch rozhodl zav\u0159\u00edt tov\u00e1rnu na \u00fazem\u00ed st\u00e1tu. Ukon\u010den\u00ed v\u00fdroby v tov\u00e1rn\u011b Volkswagen v Dr\u00e1\u017e\u010fanech odr\u00e1\u017e\u00ed hlavn\u00ed pot\u00ed\u017ee, kter\u00fdm nejv\u011bt\u0161\u00ed evropsk\u00fd v\u00fdrobce automobil\u016f \u010del\u00ed: slab\u00fd prodej v \u010c\u00edn\u011b, n\u00edzk\u00e1 popt\u00e1vka v Evrop\u011b a dopad obchodn\u00edch cel, kter\u00e1 ned\u00e1vno zavedly Spojen\u00e9 st\u00e1ty. Krom\u011b toho vyhl\u00eddka na del\u0161\u00ed \u017eivotnost konven\u010dn\u00edch motor\u016f nut\u00ed n\u011bmeck\u00fd koncern p\u0159ehodnotit svou investi\u010dn\u00ed strategii. V\u00edcelet\u00fd rozpo\u010det spole\u010dnosti byl ji\u017e sn\u00ed\u017een a analytici varuj\u00ed, \u017ee tlak na pen\u011b\u017en\u00ed toky bude v p\u0159\u00ed\u0161t\u00edch letech pokra\u010dovat.   <\/p>\n<h3 style=\"text-align: center;\"><b>Evropsk\u00fd automobilov\u00fd pr\u016fmysl: Automatizace, propou\u0161t\u011bn\u00ed a nejist\u00e1 budoucnost<\/b><\/h3>\n<p>V Rumunsku se ji\u017e projevuj\u00ed dopady p\u0159echodu na ekologickou dopravu. Podle odborn\u00edk\u016f z automobilov\u00e9ho pr\u016fmyslu je toto propou\u0161t\u011bn\u00ed zp\u016fsobeno nejen p\u0159echodem na energetiku, ale tak\u00e9 faktory, jako je zrychlen\u00e1 automatizace a integrace um\u011bl\u00e9 inteligence do v\u00fdrobn\u00edch proces\u016f. Bez podp\u016frn\u00fdch program\u016f, jako je Rabla (rumunsk\u00fd vl\u00e1dn\u00ed program, kter\u00fd dotuje v\u00fdm\u011bnu star\u00fdch automobil\u016f za nov\u00e9), by mohl z\u00e1jem o n\u00e1kup elektromobil\u016f v bl\u00edzk\u00e9 budoucnosti v\u00fdrazn\u011b poklesnout. Z\u00e1v\u011brem lze \u0159\u00edci, \u017ee obecn\u00e9 sm\u011b\u0159ov\u00e1n\u00ed k elektromobilit\u011b se nem\u011bn\u00ed, ale tempo a zp\u016fsob realizace se na \u00farovni Evropsk\u00e9 komise p\u0159ehodnocuj\u00ed. Odklad z\u00e1kazu konven\u010dn\u00edch motor\u016f po roce 2023 neznamen\u00e1 opu\u0161t\u011bn\u00ed klimatick\u00fdch c\u00edl\u016f, ale p\u0159edstavuje sp\u00ed\u0161e p\u0159izp\u016fsoben\u00ed se ekonomick\u00e9mu a pr\u016fmyslov\u00e9mu kontextu, kter\u00fd je mnohem slo\u017eit\u011bj\u0161\u00ed, ne\u017e se p\u016fvodn\u011b p\u0159edpokl\u00e1dalo p\u0159i p\u0159ij\u00edm\u00e1n\u00ed programu Green Deal.
