To, co se stalo siln\u00fdm symbolem ambic\u00ed Zelen\u00e9 dohody EU, se nyn\u00ed m\u011bn\u00ed na pru\u017en\u011bj\u0161\u00ed r\u00e1mec, kter\u00fd umo\u017e\u0148uje omezenou roli spalovac\u00edch technologi\u00ed i po tomto datu. <\/p>\n<p>Nov\u00fd n\u00e1vrh, kter\u00fd Komise schv\u00e1lila ve \u0160trasburku po bou\u0159liv\u00fdch intern\u00edch debat\u00e1ch, nahrazuje p\u0159edchoz\u00ed c\u00edl 100% sn\u00ed\u017een\u00ed emis\u00ed z vozidel sn\u00ed\u017een\u00edm o 90 % ve srovn\u00e1n\u00ed s rokem 2021. Pro kompenzaci zb\u00fdvaj\u00edc\u00edch 10 % emis\u00ed, kter\u00e9 budou podle nov\u00fdch pravidel tolerov\u00e1ny, budou v\u00fdrobci automobil\u016f povinni hromadit tzv. emisn\u00ed kredity. Tyto kredity lze z\u00edskat prost\u0159ednictv\u00edm r\u016fzn\u00fdch strategi\u00ed, v\u010detn\u011b pou\u017e\u00edv\u00e1n\u00ed n\u00edzkouhl\u00edkov\u00e9 oceli vyr\u00e1b\u011bn\u00e9 v EU a zav\u00e1d\u011bn\u00ed udr\u017eiteln\u00fdch paliv, jako jsou syntetick\u00e1 elektronick\u00e1 paliva a pokro\u010dil\u00e1 nepotravin\u00e1\u0159sk\u00e1 biopaliva z\u00edsk\u00e1van\u00e1 ze zem\u011bd\u011blsk\u00e9ho odpadu nebo pou\u017eit\u00e9ho kuchy\u0148sk\u00e9ho oleje. Biopaliva vyr\u00e1b\u011bn\u00e1 z potravin\u00e1\u0159sk\u00fdch plodin z\u016fst\u00e1vaj\u00ed vylou\u010dena.   <\/p>\n<p>Podle odhad\u016f Komise by tento syst\u00e9m mohl umo\u017enit, aby 30-35 % trhu s automobily po roce 2035 tvo\u0159ila vozidla, kter\u00e1 nejsou pln\u011b elektrick\u00e1. P\u0159edsedkyn\u011b Komise Ursula von der Leyenov\u00e1 se sna\u017eila kritiky uklidnit prohl\u00e1\u0161en\u00edm, \u017ee &#8222;Evropa z\u016fst\u00e1v\u00e1 v \u010dele celosv\u011btov\u00e9ho p\u0159echodu na \u010distou ekonomiku&#8220;. Naproti tomu italsk\u00fd ministr pro podnik\u00e1n\u00ed Adolfo Urso tento krok uv\u00edtal jako &#8222;pr\u016flom do zdi ideologie&#8220; a p\u0159ipsal si z\u00e1sluhy za to, \u017ee \u0158\u00edm usiluje o technologickou neutralitu.  <\/p>\n<p>Reakce v odv\u011btv\u00ed byly sm\u00ed\u0161en\u00e9. Evropsk\u00e1 asociace v\u00fdrobc\u016f automobil\u016f (ACEA) uv\u00edtala zm\u011bnu jako krok k pragmati\u010dt\u011bj\u0161\u00edmu a pru\u017en\u011bj\u0161\u00edmu p\u0159echodu, zat\u00edmco italsk\u00e1 UNRAE tvrdila, \u017ee je to nezbytn\u00e9 vzhledem k tomu, \u017ee chyb\u00ed soudr\u017en\u00e1 pr\u016fmyslov\u00e1 politika na podporu elektrifikace v cel\u00e9 EU. Na druhou stranu v\u00fdrobci zam\u011b\u0159uj\u00edc\u00ed se v\u00fdhradn\u011b na elektromobily vyj\u00e1d\u0159ili siln\u00fd nesouhlas. Gener\u00e1ln\u00ed \u0159editel spole\u010dnosti Polestar Michael Lohscheller varoval, \u017ee oslaben\u00ed pravidel by mohlo po\u0161kodit klima i dlouhodobou konkurenceschopnost Evropy.   <\/p>\n<h3>Dal\u0161\u00ed flexibilita a podpora trhu<\/h3>\n<p>Krom\u011b hlavn\u00ed zm\u011bny emisn\u00edho c\u00edle Komise zavedla dal\u0161\u00ed flexibilitu. V\u00fdrobc\u016fm automobil\u016f bude prodlou\u017eena lh\u016fta o t\u0159i roky, a to z roku 2030 na rok 2032, aby mohli splnit nadch\u00e1zej\u00edc\u00ed sn\u00ed\u017een\u00ed emis\u00ed. C\u00edle sn\u00ed\u017een\u00ed emis\u00ed pro dod\u00e1vky do roku 2030 byly rovn\u011b\u017e sn\u00ed\u017eeny z 50 % na 40 %.  <\/p>\n<p>Aby Brusel podpo\u0159il popt\u00e1vku po cenov\u011b dostupn\u00fdch elektromobilech vyr\u00e1b\u011bn\u00fdch v Evrop\u011b, zavedl novou kategorii &#8222;mal\u00fdch cenov\u011b dostupn\u00fdch automobil\u016f&#8220;, kter\u00e1 zahrnuje elektromobily o d\u00e9lce do 4,2 metru. Na tyto modely se budou vztahovat zmrazen\u00e9 regula\u010dn\u00ed po\u017eadavky po dobu deseti let, a pokud budou vyrobeny v EU, mohou b\u00fdt zapo\u010d\u00edt\u00e1ny jako &#8222;superkredity&#8220; pro pln\u011bn\u00ed emisn\u00edch c\u00edl\u016f vozov\u00e9ho parku. Sou\u010dasn\u011b EU vy\u010dlenila 1,8 miliardy eur na podporu pln\u011b evropsk\u00e9ho dodavatelsk\u00e9ho \u0159et\u011bzce bateri\u00ed, v\u010detn\u011b 1,5 miliardy eur v podob\u011b bez\u00faro\u010dn\u00fdch p\u016fj\u010dek po\u010d\u00ednaje p\u0159\u00ed\u0161t\u00edm rokem.  <\/p>\n<p>Dal\u0161\u00edm kl\u00ed\u010dov\u00fdm faktorem jsou firemn\u00ed vozov\u00e9 parky, kter\u00e9 tvo\u0159\u00ed p\u0159ibli\u017en\u011b 60 % prodej\u016f nov\u00fdch automobil\u016f v Evrop\u011b. Podle n\u00e1vrhu bude It\u00e1lie povinna zajistit, aby do roku 2030 tvo\u0159ila vozidla s nulov\u00fdmi emisemi alespo\u0148 45 % firemn\u00edch vozov\u00fdch park\u016f a do roku 2035 80 %, a\u010dkoli \u010dlensk\u00e9 st\u00e1ty si ponech\u00e1vaj\u00ed flexibilitu v tom, jak t\u011bchto c\u00edl\u016f dos\u00e1hnou. <\/p>\n<h3>Dvourychlostn\u00ed p\u0159echod<\/h3>\n<p>Navzdory t\u011bmto opat\u0159en\u00edm p\u0159etrv\u00e1vaj\u00ed obavy z &#8222;dvourychlostn\u00edho&#8220; evropsk\u00e9ho trhu. Elektromobily jsou ve velk\u00e9 m\u00ed\u0159e roz\u0161\u00ed\u0159eny v severn\u00ed a z\u00e1padn\u00ed Evrop\u011b. Norsko, a\u010dkoli nen\u00ed \u010dlenem EU, dos\u00e1hlo v prvn\u00edch sedmi m\u011bs\u00edc\u00edch roku 2025 mimo\u0159\u00e1dn\u00e9ho 94% pod\u00edlu elektromobil\u016f na celkov\u00e9m prodeji, zat\u00edmco zem\u011b jako Chorvatsko se st\u00e1le dr\u017e\u00ed na \u00farovni kolem 1 %. V r\u00e1mci EU se penetrace elektromobil\u016f pohybuje od zhruba 5 % v It\u00e1lii po p\u0159ibli\u017en\u011b 10 % celkov\u011b ve stejn\u00e9m obdob\u00ed.   <\/p>\n<p>Kritici se ob\u00e1vaj\u00ed, \u017ee zm\u00edrn\u011bn\u00ed emisn\u00edch c\u00edl\u016f by mohlo zpomalit investice do nab\u00edjec\u00ed infrastruktury, kter\u00e1 je z\u00e1kladem masov\u00e9ho roz\u0161\u00ed\u0159en\u00ed elektromobil\u016f. Nav\u00edc v zem\u00edch se \u0161t\u011bdr\u00fdmi pob\u00eddkami k n\u00e1kupu, jako je \u0160pan\u011blsko, z nich \u010dasto profituj\u00ed p\u0159edev\u0161\u00edm \u010d\u00edn\u0161t\u00ed v\u00fdrobci, kte\u0159\u00ed nab\u00edzej\u00ed levn\u011bj\u0161\u00ed modely ne\u017e jejich evrop\u0161t\u00ed konkurenti. <\/p>\n<p>Komise t\u00edmto krokem nast\u00ednila novou, pe\u010dliv\u011b vyty\u010denou cestu: kompromis, kter\u00fd m\u00e1 sladit klimatick\u00e9 ambice s pr\u016fmyslovou kapacitou a ekonomick\u00fdmi z\u00e1jmy.
