Sna\u017e\u00ed se dostat na stejn\u00e9 m\u00edsto &#8211; m\u00e9n\u011b emis\u00ed, \u010dist\u0161\u00ed doprava, \u010dist\u00e1 nula do roku 2050 &#8211; ani\u017e by cestou k n\u011bmu do\u0161lo k rozvratu pr\u016fmyslu. Zda to pova\u017eujete za moudr\u00e9 nebo bezohledn\u00e9, z\u00e1le\u017e\u00ed asi na tom, jak moc v\u011b\u0159\u00edte evropsk\u00fdm v\u00fdrobc\u016fm automobil\u016f, \u017ee se skute\u010dn\u011b p\u0159izp\u016fsob\u00ed, kdy\u017e jim nikdo nedr\u017e\u00ed pistoli u hlavy.  <\/p>\n<h2>Co v n\u011bm vlastn\u011b je<\/h2>\n<p>Bal\u00ed\u010dek obsahuje \u010dty\u0159i hlavn\u00ed \u010d\u00e1sti a stoj\u00ed za to pochopit, co ka\u017ed\u00e1 z nich d\u011bl\u00e1, ne\u017e se dostaneme k tomu, zda n\u011bkter\u00e1 z nich sta\u010d\u00ed.<\/p>\n<p>Nejprve se p\u0159epracuj\u00ed emisn\u00ed normy CO2 pro osobn\u00ed a dod\u00e1vkov\u00e9 automobily. Od roku 2035 budou muset v\u00fdrobci sn\u00ed\u017eit emise v\u00fdfukov\u00fdch plyn\u016f o 90 %. Zb\u00fdvaj\u00edc\u00edch 10 procent lze kompenzovat &#8211; n\u00edzkouhl\u00edkovou ocel\u00ed vyrobenou v EU, elektronick\u00fdmi palivy a biopalivy. V praxi tedy auta se spalovac\u00edmi motory po roce 2035 zcela nezmiz\u00ed, pokud budou pou\u017e\u00edvat udr\u017eiteln\u00e9 materi\u00e1ly nebo paliva. To je docela velk\u00fd probl\u00e9m, kter\u00e9mu se dosud nev\u011bnovala dostate\u010dn\u00e1 pozornost. P\u0159ed rokem 2035 existuj\u00ed pob\u00eddky &#8211; \u0159\u00edk\u00e1 se jim &#8222;super\u00fav\u011bry&#8220; &#8211; pro v\u00fdrobce, kte\u0159\u00ed v r\u00e1mci EU vyrob\u00ed mal\u00e9, cenov\u011b dostupn\u00e9 elektromobily.     <\/p>\n<p>Za druh\u00e9, program Battery Booster. 1,8 miliardy eur, z toho 1,5 miliardy eur ve form\u011b bez\u00faro\u010dn\u00fdch p\u016fj\u010dek, je ur\u010deno evropsk\u00fdm v\u00fdrobc\u016fm bateri\u00ed. C\u00edlem je vybudovat dodavatelsk\u00fd \u0159et\u011bzec bateri\u00ed, kter\u00fd nebude absolutn\u011b z\u00e1visl\u00fd na \u010c\u00edn\u011b,  <\/p>\n<p>Za t\u0159et\u00ed, Automotive Omnibus. Konsolidace sekund\u00e1rn\u00edch pr\u00e1vn\u00edch p\u0159edpis\u016f, jednodu\u0161\u0161\u00ed testov\u00e1n\u00ed dod\u00e1vek a n\u00e1kladn\u00edch vozidel, harmonizace r\u016fzn\u00fdch p\u0159edpis\u016f. To v\u0161e je dobr\u00e9. Pokud provozujete rozv\u00e1\u017ekovou firmu a sna\u017e\u00edte se zjistit, zda m\u00e1 p\u0159echod na elektrick\u00fd pohon n\u011bjak\u00fd finan\u010dn\u00ed smysl, m\u00e1 tento druh regula\u010dn\u00ed parity skute\u010dn\u011b velk\u00fd v\u00fdznam. Komise uv\u00e1d\u00ed, \u017ee toto zjednodu\u0161en\u00ed u\u0161et\u0159\u00ed v\u00fdrobc\u016fm p\u0159ibli\u017en\u011b 706 milion\u016f eur ro\u010dn\u011b. Je to sou\u010d\u00e1st v\u011bt\u0161\u00edho \u00fasil\u00ed o sn\u00ed\u017een\u00ed administrativn\u00edch n\u00e1klad\u016f ve v\u00fd\u0161i 14,3 miliardy eur ve v\u0161ech odv\u011btv\u00edch, i kdy\u017e je zcela jinou ot\u00e1zkou, zda se tato \u010d\u00edsla napln\u00ed.      <\/p>\n<p>Za \u010dtvrt\u00e9, z\u00e1vazn\u00e9 n\u00e1rodn\u00ed c\u00edle pro vozidla s nulov\u00fdmi a n\u00edzk\u00fdmi emisemi ve velk\u00fdch firemn\u00edch flotil\u00e1ch. V podstat\u011b prosazov\u00e1n\u00ed dekarbonizace prost\u0159ednictv\u00edm n\u00e1kupu firemn\u00edch voz\u016f nam\u00edsto \u010dek\u00e1n\u00ed na p\u0159echod jednotliv\u00fdch spot\u0159ebitel\u016f, co\u017e by p\u0159i sou\u010dasn\u00fdch cen\u00e1ch elektromobil\u016f mohlo b\u00fdt opravdu velmi dlouh\u00e9 \u010dek\u00e1n\u00ed. <\/p>\n<h2>D\u016fvody pro tento p\u0159\u00edstup<\/h2>\n<p>Pr\u016fmyslov\u00e9 skupiny se k tomu vyj\u00e1d\u0159ily velmi pozitivn\u011b, co\u017e samo o sob\u011b o n\u011b\u010dem vypov\u00edd\u00e1. Obvykle kdy\u017e Komise ozn\u00e1m\u00ed n\u011bjak\u00fd v\u00fdznamn\u00fd regula\u010dn\u00ed bal\u00ed\u010dek, prvn\u00ed, co od pr\u016fmyslu usly\u0161\u00edte, jsou st\u00ed\u017enosti. Tentokr\u00e1t ne. HGV Ireland, kter\u00e9 zastupuje t\u011b\u017ek\u00e1 n\u00e1kladn\u00ed vozidla, pouk\u00e1zalo na flexibilitu norem CO2 a vyrovn\u00e1n\u00ed doby odpo\u010dinku dod\u00e1vek jako na d\u016fkaz, \u017ee n\u011bkdo v Bruselu pro jednou skute\u010dn\u011b naslouch\u00e1.   <\/p>\n<p>D\u016fraz na komponenty vyr\u00e1b\u011bn\u00e9 v EU &#8211; baterie, n\u00edzkouhl\u00edkov\u00e1 ocel &#8211; je zde pom\u011brn\u011b velk\u00fdm p\u0159\u00ednosem. Nem\u00e1 smysl p\u0159ech\u00e1zet na elektrick\u00fd pohon, pokud v\u0161echny baterie poch\u00e1zej\u00ed ze \u0160en-\u010denu a ocel odjinud; jen vym\u011b\u0148ujete jednu strategickou z\u00e1vislost za druhou. Evropa se to v posledn\u00edch p\u011bti letech nau\u010dila na vlastn\u00ed k\u016f\u017ei v souvislosti s rusk\u00fdm plynem. Budov\u00e1n\u00ed dom\u00e1c\u00edch dodavatelsk\u00fdch \u0159et\u011bzc\u016f je drah\u00e9 a pomal\u00e9, to nikdo nezpochyb\u0148uje, ale alternativa je hor\u0161\u00ed.   <\/p>\n<p>Skupina ECR to podpo\u0159ila a nen\u00ed t\u011b\u017ek\u00e9 pochopit, pro\u010d to zapad\u00e1 do jej\u00edho pl\u00e1nu. Bal\u00ed\u010dek umo\u017e\u0148uje kombinaci technologi\u00ed &#8211; elektromobily, vod\u00edk, plug-in hybridy, dokonce i spalovac\u00ed motory s kompenza\u010dn\u00edmi mechanismy &#8211; nam\u00edsto toho, aby vybral jednoho v\u00edt\u011bze a nutil k n\u011bmu v\u0161echny. To je postoj ECR ji\u017e del\u0161\u00ed dobu: nechat \u010dlensk\u00e9 st\u00e1ty a v\u00fdrobce, aby si sami na\u0161li cestu k c\u00edl\u016fm, m\u00edsto aby jim Brusel diktoval, jak p\u0159esn\u011b maj\u00ed postupovat. C\u00edle pro firemn\u00ed vozov\u00fd park respektuj\u00ed subsidiaritu. Zefektivn\u011bn\u00ed regulace sni\u017euje byrokratickou re\u017eii, kter\u00e1, bu\u010fme up\u0159\u00edmn\u00ed, ne\u00fam\u011brn\u011b po\u0161kozuje men\u0161\u00ed v\u00fdrobce a dodavatele sou\u010d\u00e1stek.    <\/p>\n<h2>P\u0159\u00edpad proti<\/h2>\n<p>Ne v\u0161ichni to ale \u017eerou a kritika si zaslou\u017e\u00ed vyslechnout. John Fitzgerald v den\u00edku Irish Times ozna\u010dil zm\u00edrn\u011bn\u00ed z\u00e1kazu spalovac\u00edch motor\u016f do roku 2035 za &#8222;zdlouhav\u00e9&#8220; &#8211; v podstat\u011b obvinil Komisi, \u017ee se sna\u017e\u00ed p\u0159ekopat situaci zp\u016fsobem, kter\u00fd by mohl m\u00edt pro evropsk\u00e9 v\u00fdrobce katastrof\u00e1ln\u00ed n\u00e1sledky. <\/p>\n<p>Jeho argumentace je pom\u011brn\u011b p\u0159\u00edmo\u010dar\u00e1 a nen\u00ed zdaleka jedin\u00e1. \u010c\u00edn\u0161t\u00ed v\u00fdrobci elektromobil\u016f ji\u017e maj\u00ed lep\u0161\u00ed technologie, ni\u017e\u0161\u00ed n\u00e1klady a kontrolu nad materi\u00e1ly vz\u00e1cn\u00fdch zemin, kter\u00e9 jsou pro baterie pot\u0159eba. Ka\u017ed\u00fd rok, kter\u00fd evrop\u0161t\u00ed v\u00fdrobci str\u00e1v\u00ed zaji\u0161\u0165ov\u00e1n\u00edm se mezi spalovac\u00edmi a elektrick\u00fdmi motory, je rokem, kdy se propast zv\u011bt\u0161uje. Tento desetiprocentn\u00ed offsetov\u00fd p\u0159\u00edsp\u011bvek v tomto \u010dten\u00ed v podstat\u011b d\u00e1v\u00e1 spole\u010dnostem povolen\u00ed pokra\u010dovat v tom, co u\u017e d\u011blaj\u00ed, m\u00edsto aby se \u0159\u00e1dn\u011b v\u011bnovaly p\u0159echodu. A pokud se k tomu nezav\u00e1\u017eou &#8211; pokud se budou nad\u00e1le zab\u00fdvat strategiemi pohonn\u00fdch jednotek, zat\u00edmco BYD a CATL budou j\u00edst jejich ob\u011bd &#8211; kone\u010dn\u00fdm v\u00fdsledkem bude ztr\u00e1ta pracovn\u00edch m\u00edst a trval\u00fd \u00fapadek v odv\u011btv\u00ed, kter\u00e9 zam\u011bstn\u00e1v\u00e1 miliony lid\u00ed.    <\/p>\n<p>Mysl\u00edm, \u017ee tento argument m\u00e1 skute\u010dnou s\u00edlu. Ot\u00e1zkou je, zda by alternativa &#8211; tvrd\u00fd z\u00e1kaz, \u017e\u00e1dn\u00e1 flexibilita, \u017e\u00e1dn\u00e9 v\u00fdjimky &#8211; skute\u010dn\u011b p\u0159inesla lep\u0161\u00ed v\u00fdsledky, nebo by jen p\u0159ivedla na mizinu spole\u010dnosti, kter\u00e9 na to nejsou p\u0159ipraveny. Evrop\u0161t\u00ed v\u00fdrobci se st\u00e1le pot\u00fdkaj\u00ed s naru\u0161en\u00edm dodavatelsk\u00e9ho \u0159et\u011bzce. Nab\u00edjec\u00ed infrastruktura na v\u011bt\u0161in\u011b kontinentu je, laicky \u0159e\u010deno, nejednotn\u00e1. Popt\u00e1vka spot\u0159ebitel\u016f po elektrick\u00fdch vozidlech mimo n\u011bkolik bohat\u00fdch severoevropsk\u00fdch trh\u016f je st\u00e1le pom\u011brn\u011b slab\u00e1. Vynucov\u00e1n\u00ed tempa, kter\u00e9 odv\u011btv\u00ed nen\u00ed schopno udr\u017eet, tyto probl\u00e9my nezm\u00edrn\u00ed; pouze se tak k tr\u017en\u00ed krizi p\u0159id\u00e1 krize regula\u010dn\u00ed.     <\/p>\n<h2>Kde le\u017e\u00ed rovnov\u00e1ha<\/h2>\n<p>Nikdo nev\u00ed, zda je tento bal\u00ed\u010dek spr\u00e1vn\u011b vyv\u00e1\u017een\u00fd. To je up\u0159\u00edmn\u00e1 odpov\u011b\u010f a ka\u017ed\u00fd, kdo v\u00e1m tvrd\u00ed opak, n\u011bco prod\u00e1v\u00e1. Je to s\u00e1zka &#8211; s\u00e1zka na to, \u017ee evrop\u0161t\u00ed v\u00fdrobci, pokud jim bude poskytnuta flexibilita a podpora, vyu\u017eij\u00ed prostor k tomu, aby dohonili konkurenci, a nikoliv k vy\u010derp\u00e1n\u00ed. Pokud budou investovat, p\u0159epracov\u00e1vat a konkurovat, bude tento bal\u00ed\u010dek p\u0159i zp\u011btn\u00e9m pohledu vypadat jako chytr\u00e1 politika. Pokud jej vyu\u017eij\u00ed jako z\u00e1minku ke zdr\u017een\u00ed a \u010d\u00ednsk\u00e1 konkurence bude st\u00e1le zrychlovat, zat\u00edmco oni budou st\u00e1le v\u00e9st intern\u00ed debaty o tom, jak\u00fd druh motoru vyr\u00e1b\u011bt, pak to bude vypadat jako dob\u0159e m\u00edn\u011bn\u00fd evropsk\u00fd kompromis, kter\u00fd nakonec urychl\u00ed \u00fapadek, jemu\u017e se sna\u017eil zabr\u00e1nit.    <\/p>\n<p>D\u00e1 se \u0159\u00edci, \u017ee bal\u00ed\u010dek se alespo\u0148 zab\u00fdv\u00e1 n\u011b\u010d\u00edm, co zast\u00e1nci tvrd\u00e9 linie ignoruj\u00ed: evropsk\u00fd automobilov\u00fd pr\u016fmysl nen\u00ed jednotn\u00fd. To, co funguje pro Volkswagen, nefunguje pro rodinn\u00e9ho dodavatele sou\u010d\u00e1stek v Kal\u00e1brii nebo dopravn\u00ed firmu v Roscommonu. Jak\u00fdkoli r\u00e1mec, kter\u00fd nedok\u00e1\u017ee zohlednit tyto rozd\u00edly, nen\u00ed seri\u00f3zn\u00ed politikou, bez ohledu na to, jak uspokojiv\u011b vypad\u00e1 na pap\u00ed\u0159e.  <\/p>\n<p>\u010c\u00e1stka 1,8 miliardy eur na baterie je nezbytn\u00e1. Pravd\u011bpodobn\u011b ne dostate\u010dn\u00e1, ale nezbytn\u00e1. Zjednodu\u0161en\u00ed regulace je v\u00edtan\u00e9, ale u\u017eite\u010dn\u00e9 pouze tehdy, pokud skute\u010dn\u011b urychl\u00ed pr\u00e1ci na n\u00e1rodn\u00ed \u00farovni, a reforma regulace EU m\u00e1 v tomto ohledu up\u0159\u00edmn\u011b \u0159e\u010deno sm\u00ed\u0161en\u00e9 v\u00fdsledky. Z\u00e1le\u017e\u00ed na implementaci, jak u\u017e to u t\u011bchto v\u011bc\u00ed b\u00fdv\u00e1.   <\/p>\n<p>Bal\u00ed\u010dek m\u00e1 p\u0159inejmen\u0161\u00edm tu v\u00fdhodu, \u017ee byl sestaven ve spolupr\u00e1ci s lidmi, kte\u0159\u00ed tato vozidla skute\u010dn\u011b vyr\u00e1b\u011bj\u00ed a \u0159\u00edd\u00ed, a nikoli proti nim. To je ni\u017e\u0161\u00ed la\u0165ka, ne\u017e by pro pr\u016fmyslovou politiku EU m\u011bla b\u00fdt.
