V tempu, kter\u00e9 se d\u00edky norm\u00e1lnosti stalo t\u00e9m\u011b\u0159 nep\u0159ehl\u00e9dnuteln\u00fdm, k\u0159i\u017euj\u00ed vzdu\u0161n\u00fd prostor Evropsk\u00e9 unie denn\u011b des\u00edtky tis\u00edc letadel, kter\u00e1 spojuj\u00ed hlavn\u00ed m\u011bsta, okrajov\u00e9 regiony, pr\u016fmyslov\u00e1 centra a turistick\u00e9 destinace. Toto odv\u011btv\u00ed leteck\u00e9 dopravy funguje s p\u0159esnost\u00ed \u0161v\u00fdcarsk\u00fdch hodinek, s p\u0159esn\u00fdmi letov\u00fdmi \u0159\u00e1dy, optimalizovan\u00fdmi trasami a neust\u00e1l\u00fdmi toky cestuj\u00edc\u00edch a n\u00e1kladu. Bohu\u017eel se pod t\u00edmto obrazem stability skr\u00fdv\u00e1 hlubok\u00e1 trhlina, kter\u00e1 nem\u00e1 nic spole\u010dn\u00e9ho s technologi\u00ed nebo lidsk\u00fdmi zdroji, ale s n\u011b\u010d\u00edm mnohem jednodu\u0161\u0161\u00edm a pr\u00e1v\u011b proto mnohem nebezpe\u010dn\u011bj\u0161\u00edm: s p\u0159\u00edstupem k palivu.   <\/p>\n<p>Zn\u00e1mky potenci\u00e1ln\u00ed petrolejov\u00e9 krize, kter\u00e1 by mohla zas\u00e1hnout evropsk\u00e9 leteck\u00e9 spole\u010dnosti, ji\u017e nelze ignorovat nebo odm\u00edtat jako pouh\u00e9 burzovn\u00ed spekulace. P\u0159ich\u00e1zej\u00ed v dob\u011b, kdy je ji\u017e dob\u0159e zn\u00e1ma z\u00e1vislost Evropsk\u00e9 unie na dovozu energi\u00ed a kdy je st\u00e1le obt\u00ed\u017en\u011bj\u0161\u00ed p\u0159edv\u00eddat geopolitick\u00e9 nap\u011bt\u00ed v Persk\u00e9m z\u00e1livu (kl\u00ed\u010dov\u00e1 oblast produkce a tranzitu). Zejm\u00e9na p\u0159i anal\u00fdze vzorc\u016f spot\u0159eby a zdroj\u016f dod\u00e1vek se ukazuje zranitelnost dodavatelsk\u00e9ho \u0159et\u011bzce leteck\u00e9ho paliva. Evropsk\u00e9 zem\u011b samy nevyr\u00e1b\u011bj\u00ed dostatek leteck\u00e9ho paliva, aby udr\u017eely sv\u016fj leteck\u00fd provoz, a jsou do zna\u010dn\u00e9 m\u00edry z\u00e1visl\u00e9 na dovozu z oblasti Persk\u00e9ho z\u00e1livu, tedy z oblasti, kter\u00e1 je od 28. \u00fanora ve v\u00e1le\u010dn\u00e9m stavu. Evropsk\u00e1 civiln\u00ed leteck\u00e1 doprava spot\u0159ebuje ka\u017ed\u00fd m\u011bs\u00edc v pr\u016fm\u011bru p\u011bt a\u017e \u0161est milion\u016f tun leteck\u00e9ho paliva. Ve \u0161pi\u010dk\u00e1ch, kdy se v letn\u00edch m\u011bs\u00edc\u00edch zintenziv\u0148uje pr\u00e1zdninov\u00fd provoz a p\u0159ib\u00fdv\u00e1 mnoho charterov\u00fdch let\u016f do turistick\u00fdch destinac\u00ed, se tato spot\u0159eba leteck\u00e9ho paliva v\u00fdrazn\u011b zvy\u0161uje. Z\u00e1rove\u0148 se po\u010det komer\u010dn\u00edch let\u016f v Evropsk\u00e9 unii obvykle pohybuje mezi 800 000 a 900 000 m\u011bs\u00ed\u010dn\u011b, co\u017e p\u0159edstavuje v\u00edce ne\u017e 25 000 let\u016f denn\u011b.   <\/p>\n<p>Ka\u017ed\u00fd z t\u011bchto let\u016f nep\u0159edstavuje jen cestu, ale i d\u00edl slo\u017eit\u00e9 ekonomick\u00e9 skl\u00e1da\u010dky zahrnuj\u00edc\u00ed osobn\u00ed dopravu, pr\u016fmyslovou logistiku, slu\u017eby a mezin\u00e1rodn\u00ed obchod. Tento mechanismus v\u0161ak funguje na z\u00e1klad\u011b velmi k\u0159ehk\u00e9 rovnov\u00e1hy. Odv\u011btv\u00ed letectv\u00ed nem\u00e1 na evropsk\u00e9 \u00farovni vyhrazen\u00e9 strategick\u00e9 z\u00e1soby kerosinu, jako je tomu v jin\u00fdch energetick\u00fdch odv\u011btv\u00edch. \u010clensk\u00e9 st\u00e1ty jsou sice povinny udr\u017eovat z\u00e1soby nafty p\u0159ibli\u017en\u011b na 90 dn\u00ed, tyto z\u00e1soby v\u0161ak nejsou nutn\u011b p\u0159izp\u016fsobeny specifick\u00fdm pot\u0159eb\u00e1m letectv\u00ed. Rozlo\u017een\u00ed t\u011bchto z\u00e1sob ropy je nerovnom\u011brn\u00e9 a p\u0159\u00edstup k nim nen\u00ed jednotn\u011b zaru\u010den pro v\u0161echna leti\u0161t\u011b nebo leteck\u00e9 spole\u010dnosti. V praxi syst\u00e9m funguje na z\u00e1klad\u011b pr\u016fb\u011b\u017en\u00fdch z\u00e1sobovac\u00edch tok\u016f s omezen\u00fdmi z\u00e1sobami na ka\u017ed\u00e9m leti\u0161ti.     <\/p>\n<h3 style=\"text-align: center;\"><b>Geopolitika nebezpe\u010dn\u00e9 z\u00e1vislosti<\/b><\/h3>\n<p>Tato skute\u010dnost je o to citliv\u011bj\u0161\u00ed, kdy\u017e se na ni pod\u00edv\u00e1me v kontextu sou\u010dasn\u00e9 geopolitick\u00e9 situace. Hormuzsk\u00fd pr\u016fliv, kter\u00fd spojuje Persk\u00fd z\u00e1liv s Om\u00e1nsk\u00fdm z\u00e1livem, tranzitn\u00ed bod zd\u00e1nliv\u011b vzd\u00e1len\u00fd od Evropy, av\u0161ak pouh\u00fdch 2 300 kilometr\u016f vzdu\u0161nou \u010darou od Kypru (nejbli\u017e\u0161\u00ed zem\u011b EU), je ve skute\u010dnosti \u017eivotn\u011b d\u016fle\u017eit\u00fdm spojen\u00edm pro fungov\u00e1n\u00ed evropsk\u00e9 leteck\u00e9 dopravy. P\u0159ibli\u017en\u011b p\u011btina sv\u011btov\u00e9 ropy proch\u00e1z\u00ed touto \u00fazkou trasou a jak\u00e9koli zablokov\u00e1n\u00ed (a\u0165 u\u017e do\u010dasn\u00e9, jako je tomu v sou\u010dasnosti) zp\u016fsob\u00ed ot\u0159esy v cel\u00e9 sv\u011btov\u00e9 ekonomice. V p\u0159\u00edpad\u011b Evropy je dopad je\u0161t\u011b zes\u00edlen nedostatkem rychl\u00fdch alternativ a omezenou schopnost\u00ed nahradit dovoz ropy.   <\/p>\n<p>Evropsk\u00e1 unie se bohu\u017eel v posledn\u00edch 20-30 letech nep\u0159\u00edmo rozhodla \u010d\u00e1st sv\u00e9 energetick\u00e9 bezpe\u010dnosti p\u0159enechat extern\u00edm dodavatel\u016fm. P\u0159esto\u017ee v Evrop\u011b existuje mnoho rafin\u00e9ri\u00ed, nemohou pln\u011b uspokojit popt\u00e1vku na trhu a mnoh\u00e9 z nich ji\u017e pracuj\u00ed na maxim\u00e1ln\u00ed kapacitu. Rozd\u00edly mezi jednotliv\u00fdmi zem\u011bmi jsou zna\u010dn\u00e9, proto\u017ee n\u011bkter\u00e9 st\u00e1ty maj\u00ed robustn\u00ed infrastrukturu a dokonce vyv\u00e1\u017eej\u00ed pohonn\u00e9 hmoty, zat\u00edmco jin\u00e9 jsou do zna\u010dn\u00e9 m\u00edry z\u00e1visl\u00e9 na dovozu; toto rozd\u011blen\u00ed zt\u011b\u017euje koordinovanou reakci v krizov\u00fdch situac\u00edch. Historie poskytuje dostatek p\u0159\u00edklad\u016f, kter\u00e9 by m\u011bly zm\u00edrnit jak\u00fdkoli optimismus. P\u0159ipome\u0148me si, co se stalo b\u011bhem ropn\u00e9 krize v 70. letech, kdy se uk\u00e1zalo, jak rychle se m\u016f\u017ee geopolitick\u00e9 nap\u011bt\u00ed zm\u011bnit v glob\u00e1ln\u00ed hospod\u00e1\u0159sk\u00fd \u0161ok. Tehdy uvalen\u00e9 embargo vedlo k exponenci\u00e1ln\u00edmu r\u016fstu cen, p\u0159\u00edd\u011blov\u00e9mu \u0159\u00edzen\u00ed spot\u0159eby a \u0159et\u011bzci hospod\u00e1\u0159sk\u00fdch reces\u00ed. V ned\u00e1vn\u00e9 dob\u011b v\u00fdkyvy na trhu s energiemi uprost\u0159ed konfliktu na Bl\u00edzk\u00e9m v\u00fdchod\u011b nebo v\u00e1lky na Ukrajin\u011b uk\u00e1zaly, \u017ee energetick\u00e9 z\u00e1vislosti nejsou jen ekonomick\u00fdm, ale tak\u00e9 strategick\u00fdm probl\u00e9mem. Hlavn\u00ed rozd\u00edl oproti minulosti v\u0161ak spo\u010d\u00edv\u00e1 v m\u00ed\u0159e propojenosti dne\u0161n\u00ed ekonomiky. Zat\u00edmco v 70. letech 20. stolet\u00ed byla leteck\u00e1 doprava omezen\u00e1, dnes m\u00e1 z\u00e1sadn\u00ed v\u00fdznam pro ka\u017edodenn\u00ed fungov\u00e1n\u00ed glob\u00e1ln\u00ed ekonomiky, a tedy i evropsk\u00e9 ekonomiky. V d\u016fsledku toho by petrolejov\u00e1 krize nem\u011bla pouze lok\u00e1ln\u00ed dopady, ale projevila by se v cel\u00e9m evropsk\u00e9m hospod\u00e1\u0159sk\u00e9m syst\u00e9mu.         <\/p>\n<h3 style=\"text-align: center;\"><b>A\u017e se nedostatek stane syst\u00e9mov\u00fdm a dominov\u00fd efekt na ekonomiku se projev\u00ed.<\/b><\/h3>\n<p>Zpo\u010d\u00e1tku se petrolejov\u00e1 krize projevuje nen\u00e1padn\u011b, zpo\u017ed\u011bn\u00edm, \u00fapravou letov\u00e9ho \u0159\u00e1du nebo dokonce zru\u0161en\u00edm let\u016f. N\u011bkter\u00e9 linky jsou do\u010dasn\u011b p\u0159eru\u0161eny, jako to ned\u00e1vno ud\u011blaly spole\u010dnosti Lufthansa a KLM, a provozovatel\u00e9 se sna\u017e\u00ed chr\u00e1nit sv\u00e9 mar\u017ee ve st\u00e1le nep\u0159edv\u00eddateln\u011bj\u0161\u00edm prost\u0159ed\u00ed. S klesaj\u00edc\u00edmi z\u00e1sobami rostou ceny pohonn\u00fdch hmot a nab\u00eddka z\u016fst\u00e1v\u00e1 nejist\u00e1, tak\u017ee tyto \u00fapravy by se mohly st\u00e1t trval\u00fdmi. Men\u0161\u00ed leti\u0161t\u011b, kter\u00e1 jsou ji\u017e nyn\u00ed v logistick\u00e9 nev\u00fdhod\u011b, poci\u0165uj\u00ed prvn\u00ed dopady a dost\u00e1vaj\u00ed palivo se zpo\u017ed\u011bn\u00edm nebo v nedostate\u010dn\u00e9m mno\u017estv\u00ed. Leteck\u00e9 spole\u010dnosti, kter\u00e9 \u010del\u00ed nedostatku p\u0159edv\u00eddatelnosti, za\u010d\u00ednaj\u00ed fungovat defenzivn\u011b. Dodate\u010dn\u00e9 dopl\u0148ov\u00e1n\u00ed paliva do letadel na odletov\u00fdch leti\u0161t\u00edch (co\u017e je ji\u017e pozorovan\u00e1 praxe) se stalo normou, co\u017e vytv\u00e1\u0159\u00ed za\u010darovan\u00fd kruh vy\u0161\u0161\u00ed spot\u0159eby, dal\u0161\u00edho tlaku na z\u00e1soby a zrychlen\u00ed nedostatku. Dodavatel\u00e9 pohonn\u00fdch hmot z\u00e1rove\u0148 zkracuj\u00ed sv\u00e9 pl\u00e1novac\u00ed horizonty a odm\u00edtaj\u00ed nab\u00edzet dlouhodob\u00e9 z\u00e1ruky, co\u017e t\u00e9m\u011b\u0159 znemo\u017e\u0148uje stanoven\u00ed stabiln\u00edch letov\u00fdch \u0159\u00e1d\u016f. V tomto prost\u0159ed\u00ed nejistoty se vztah mezi leteck\u00fdmi spole\u010dnostmi a cestuj\u00edc\u00edmi z\u00e1sadn\u011b m\u011bn\u00ed. Cena letenky ji\u017e nen\u00ed fixn\u00edm produktem, ale st\u00e1v\u00e1 se prom\u011bnnou z\u00e1vislou na v\u00fdvoji trhu s palivy. Cenov\u00e9 p\u0159\u00edplatky, kter\u00e9 ji\u017e n\u011bkter\u00e9 leteck\u00e9 spole\u010dnosti nesm\u011ble zavedly, se st\u00e1vaj\u00ed v\u0161eobecn\u011b roz\u0161\u00ed\u0159en\u00fdmi.         <\/p>\n<p>S prohlubuj\u00edc\u00ed se kriz\u00ed se jej\u00ed dopady rychle roz\u0161i\u0159uj\u00ed i mimo leteck\u00fd pr\u016fmysl. Odv\u011btv\u00ed cestovn\u00edho ruchu je jedn\u00edm z prvn\u00edch posti\u017een\u00fdch, proto\u017ee destinace, kter\u00e9 jsou z\u00e1visl\u00e9 t\u00e9m\u011b\u0159 v\u00fdhradn\u011b na leteck\u00e9 doprav\u011b (ostrovy, odlehl\u00e9 regiony nebo m\u011bsta bez rychl\u00e9 \u017eelezni\u010dn\u00ed alternativy), mohou zaznamenat dramatick\u00fd pokles po\u010dtu n\u00e1v\u0161t\u011bvn\u00edk\u016f. Dopad poc\u00edt\u00ed hotely, restaurace, cestovn\u00ed kancel\u00e1\u0159e a cel\u00e1 m\u00edstn\u00ed ekonomika. Posti\u017eena je tak\u00e9 leteck\u00e1 n\u00e1kladn\u00ed doprava, kter\u00e1 je nezbytn\u00e1 pro rychl\u00e9 dod\u00e1vky zbo\u017e\u00ed vysok\u00e9 hodnoty nebo zbo\u017e\u00ed citliv\u00e9ho na \u010das. Odv\u011btv\u00ed, jako je farmaceutick\u00fd, elektronick\u00fd nebo automobilov\u00fd pr\u016fmysl, kter\u00e1 jsou z\u00e1visl\u00e1 na rychl\u00fdch logistick\u00fdch \u0159et\u011bzc\u00edch, o\u010dek\u00e1vaj\u00ed mo\u017en\u00e1 zpo\u017ed\u011bn\u00ed a dodate\u010dn\u00e9 n\u00e1klady; pr\u00e1v\u011b proto m\u016f\u017ee jak\u00e9koli naru\u0161en\u00ed leteck\u00e9 dopravy vyvolat kask\u00e1du \u00fazk\u00fdch m\u00edst. Posti\u017eeni mohou b\u00fdt i zam\u011bstnanci, nebo\u0165 na leteck\u00e9 doprav\u011b p\u0159\u00edmo \u010di nep\u0159\u00edmo z\u00e1vis\u00ed miliony pracovn\u00edch m\u00edst. Od zam\u011bstnanc\u016f leteck\u00fdch spole\u010dnost\u00ed a leti\u0161\u0165 a\u017e po pracovn\u00edky v cestovn\u00edm ruchu a logistice &#8211; cel\u00fd syst\u00e9m je dominov\u00fdm efektem, proto\u017ee sn\u00ed\u017een\u00ed \u010dinnosti nevyhnuteln\u011b vede k propou\u0161t\u011bn\u00ed, nezam\u011bstnanosti a soci\u00e1ln\u00edmu tlaku. Krom\u011b toho m\u016f\u017ee b\u00fdt omezena profesn\u00ed mobilita (z\u00e1kladn\u00ed prvek evropsk\u00e9ho trhu pr\u00e1ce), co\u017e se dotkne i odv\u011btv\u00ed, kter\u00e1 nejsou p\u0159\u00edmo spojena s letectv\u00edm.       <\/p>\n<h3 style=\"text-align: center;\"><b>Extr\u00e9mn\u00ed sc\u00e9n\u00e1\u0159: t\u00e9m\u011b\u0159 kolaps civiln\u00edho letectv\u00ed<\/b><\/h3>\n<p>Pokud p\u0159eru\u0161en\u00ed dod\u00e1vek p\u0159etrv\u00e1 (p\u0159edpokl\u00e1d\u00e1 se, \u017ee z\u00e1soby leteck\u00e9ho paliva v Evrop\u011b vydr\u017e\u00ed je\u0161t\u011b 6 t\u00fddn\u016f) a dod\u00e1vky kerosinu nebudou obnoveny, hroz\u00ed Evropsk\u00e9 unii extr\u00e9mn\u00ed sc\u00e9n\u00e1\u0159, kter\u00fd by se bl\u00ed\u017eil kolapsu civiln\u00edho letectv\u00ed. V takov\u00e9 situaci budou komer\u010dn\u00ed lety omezeny na minimum a vyhrazeny t\u00e9m\u011b\u0159 v\u00fdhradn\u011b pro nezbytn\u00e9 linky; hlavn\u00ed dopravn\u00ed uzly budou fungovat s omezenou kapacitou a region\u00e1ln\u00ed leti\u0161t\u011b budou do\u010dasn\u011b nefunk\u010dn\u00ed. Hroz\u00ed, \u017ee leteck\u00e1 doprava se stane v\u00fdsadou, nikoli normou. Ceny exponenci\u00e1ln\u011b porostou a hroz\u00ed, \u017ee p\u0159\u00edstup k leteck\u00e9 doprav\u011b bude omezen ekonomick\u00fdmi nebo strategick\u00fdmi krit\u00e9rii. \u010clensk\u00e9 st\u00e1ty EU budou zasahovat, aby up\u0159ednostnily ur\u010dit\u00e9 kategorie let\u016f, a voln\u00fd trh bude do zna\u010dn\u00e9 m\u00edry pozastaven. Tento sc\u00e9n\u00e1\u0159 by m\u011bl pro \u010dlensk\u00e9 st\u00e1ty hlubok\u00e9 ekonomick\u00e9 dopady. Mohlo by doj\u00edt ke zpomalen\u00ed mezin\u00e1rodn\u00edho obchodu, cestovn\u00ed ruch by se dostal do v\u00e1\u017en\u00e9 krize a d\u016fv\u011bra ve stabilitu hospod\u00e1\u0159sk\u00e9ho syst\u00e9mu by byla naru\u0161ena. V dlouhodob\u00e9m horizontu by takov\u00e1 krize mohla urychlit z\u00e1sadn\u00ed struktur\u00e1ln\u00ed transformace, od p\u0159enastaven\u00ed dodavatelsk\u00fdch \u0159et\u011bzc\u016f a\u017e po p\u0159ehodnocen\u00ed mobility v Evrop\u011b. Sou\u010dasn\u011b by vznikl obrovsk\u00fd tlak na diverzifikaci zdroj\u016f energie a v\u00fdvoj alternativ k petroleji.
