Zakladatel\u00e9 v\u011b\u0159ili, \u017ee hospod\u00e1\u0159sk\u00e1 integrace sbl\u00ed\u017e\u00ed Evropany, a p\u0159ipom\u00ednali star\u00e9 r\u010den\u00ed, \u017ee pokud zbo\u017e\u00ed nem\u016f\u017ee p\u0159ekro\u010dit hranice, ud\u011blaj\u00ed to voj\u00e1ci. Uv\u011bdomovali si, \u017ee t\u0159et\u00ed c\u00edl lze dos\u00e1hnout pouze dlouhodob\u011b, krok za krokem: vytvo\u0159it Spojen\u00e9 st\u00e1ty evropsk\u00e9, stejn\u011b mocn\u00e9 a produktivn\u00ed jako Spojen\u00e9 st\u00e1ty americk\u00e9.    <\/p>\n<h3 style=\"font-weight: 400;\">Americk\u00fd model<\/h3>\n<p style=\"font-weight: 400;\">Byly Spojen\u00e9 st\u00e1ty vhodn\u00fdm vzorem pro pos\u00edlen\u00ed evropsk\u00e9 spolupr\u00e1ce? V roce 1789 nahradili ameri\u010dt\u00ed revolucion\u00e1\u0159i Konfederaci zalo\u017eenou v roce 1781 federac\u00ed. V r\u00e1mci Konfederace se jednotliv\u00e9 st\u00e1ty jevily jako p\u0159\u00edli\u0161 mocn\u00e9 a feder\u00e1ln\u00ed st\u00e1t jako p\u0159\u00edli\u0161 slab\u00fd \u2013 nebyl schopen vyb\u00edrat dan\u011b, zajistit voln\u00fd mezist\u00e1tn\u00ed obchod ani udr\u017eovat arm\u00e1du. Mezi Evropou a touto novou a mocnou federac\u00ed v\u0161ak existovaly v\u00fdznamn\u00e9, mo\u017en\u00e1 dokonce z\u00e1sadn\u00ed rozd\u00edly. Zaprv\u00e9, Evropa se skl\u00e1dala z r\u016fzn\u00fdch zem\u00ed s vlastn\u00edmi jazyky, histori\u00ed a kulturami, zat\u00edmco USA sd\u00edlely jeden jazyk, jednu historii a jednu kulturu. Dal\u0161\u00edm rozd\u00edlem bylo, \u017ee ka\u017ed\u00e1 evropsk\u00e1 zem\u011b m\u011bla svou vlastn\u00ed politickou tradici, zat\u00edmco USA se op\u00edraly o silnou anglosaskou, \u010di sp\u00ed\u0161e germ\u00e1nskou tradici vl\u00e1dy zalo\u017een\u00e9 na souhlasu a pr\u00e1vu na vzpouru. Do jist\u00e9 m\u00edry sd\u00edlely tuto tradici Nizozemsko a belgick\u00e9 Flandry, av\u0161ak v N\u011bmecku byla tato tradice do zna\u010dn\u00e9 m\u00edry potla\u010dena. Jak jasn\u011b uvedl Jean Monnet ve sv\u00fdch pam\u011btech, vznik Spojen\u00fdch st\u00e1t\u016f evropsk\u00fdch musel b\u00fdt postupn\u00fd a m\u011bl b\u00fdt v\u00fdsledkem rostouc\u00ed integrace \u2013 nejprve hospod\u00e1\u0159sk\u00e9, pot\u00e9 politick\u00e9. Z n\u00e1rodn\u00edch identit by pak vyrostla evropsk\u00e1 identita, kter\u00e1 by je do zna\u010dn\u00e9 m\u00edry nahradila. Tento proces by m\u011bla pe\u010dliv\u011b \u0159\u00eddit osv\u00edcen\u00e1 elita, nikoli demokrati\u010dt\u00ed demagogov\u00e9. Do jist\u00e9 m\u00edry se Monnetovi a jeho sp\u0159\u00edzn\u011bn\u00fdm du\u0161\u00edm to poda\u0159ilo. Hospod\u00e1\u0159sk\u00e1 integrace v letech 1957 a\u017e 1993 p\u0159inesla Evrop\u011b d\u00edky hospod\u00e1\u0159sk\u00e9 sout\u011b\u017ei prosperitu. S Maastrichtskou smlouvou z roku 1992 v\u0161ak Evropsk\u00e1 unie zm\u011bnila kurz a zam\u011b\u0159ila se nejen na pr\u00e1vn\u00ed a politickou integraci nezbytnou pro spole\u010dn\u00fd trh, ale tak\u00e9 na dal\u0161\u00ed politickou integraci, co\u017e je eufemismus pro centralizaci ve francouzsk\u00e9 tradici. Tomuto v\u00fdvoji se v\u0161ak br\u00e1nili evrop\u0161t\u00ed voli\u010di, kte\u0159\u00ed opakovan\u011b odm\u00edtali v\u011bt\u0161\u00ed centralizaci. Reakc\u00ed osv\u00edcen\u00e9 elity v Bruselu bylo po\u0159\u00e1d\u00e1n\u00ed nov\u00fdch voleb, dokud nebylo dosa\u017eeno po\u017eadovan\u00e9ho v\u00fdsledku, nebo prost\u011b ignorov\u00e1n\u00ed voli\u010d\u016f a prov\u00e1d\u011bn\u00ed povrchn\u00edch zm\u011bn ve vlastn\u00edch n\u00e1vrz\u00edch, jako tomu bylo v p\u0159\u00edpad\u011b, kdy byla zam\u00edtnuta Evropsk\u00e1 \u00fastava a n\u00e1sledn\u011b byla p\u0159ijata Lisabonsk\u00e1 smlouva, kter\u00e1 m\u011bla podobn\u00fd obsah.        <\/p>\n<h3 style=\"font-weight: 400;\">\u0160v\u00fdcarsk\u00fd model<\/h3>\n<p style=\"font-weight: 400;\">My\u0161lenka, \u017ee americk\u00fd model je nevhodn\u00fd, je t\u00e9m\u011b\u0159 neodolateln\u00e1. V evropsk\u00e9m kontextu by to znamenalo navr\u00e1cen\u00ed pravomoc\u00ed n\u00e1rodn\u00edm st\u00e1t\u016fm i komunit\u00e1m v jejich r\u00e1mci, p\u0159i\u010dem\u017e v Bruselu by z\u016fstaly pouze ty pravomoci, kter\u00e9 jsou nezbytn\u00e9 pro fungov\u00e1n\u00ed svobodn\u00e9ho a efektivn\u00edho spole\u010dn\u00e9ho trhu. V\u016fd\u010d\u00ed hv\u011bzdou by m\u011bl b\u00fdt princip subsidiarity: rozhodnut\u00ed by m\u011bli \u010dinit ti, kter\u00fdch se t\u00fdkaj\u00ed.    <\/p>\n<h3 style=\"font-weight: 400;\">Seversk\u00fd model<\/h3>\n<p style=\"font-weight: 400;\">Dal\u0161\u00edm modelem je seversk\u00e1 spolupr\u00e1ce. Posledn\u00ed seversk\u00e9 v\u00e1lky se odehr\u00e1ly mezi D\u00e1nskem a \u0160v\u00e9dskem v letech 1813\u20131814 a kr\u00e1tce tak\u00e9 mezi Norskem a \u0160v\u00e9dskem v roce 1814. V devaten\u00e1ct\u00e9m stolet\u00ed se ve v\u0161ech seversk\u00fdch zem\u00edch rozv\u00edjel pocit spole\u010dn\u00e9 seversk\u00e9 identity, ba dokonce i spole\u010dn\u00e9ho osudu. N\u00e1rodn\u00ed z\u00e1jmy t\u011bchto p\u011bti zem\u00ed se v\u0161ak li\u0161ily, a proto nevytvo\u0159ily vojenskou alianci ani hospod\u00e1\u0159skou unii. V roce 1952 v\u0161ak byla zalo\u017eena Seversk\u00e1 rada jako f\u00f3rum pro spolupr\u00e1ci mezi t\u011bmito p\u011bti zem\u011bmi a postupn\u011b doch\u00e1zelo k pr\u00e1vn\u00ed a hospod\u00e1\u0159sk\u00e9 integraci, a to spont\u00e1nn\u011b a s minim\u00e1ln\u00edm omezen\u00edm suverenity.
