Zadruh\u00e9, Velk\u00e1 Brit\u00e1nie se svou silnou tradic\u00ed svobody a demokracie opustila EU. Za t\u0159et\u00ed, EU \u010del\u00ed dv\u011bma z\u00e1va\u017en\u00fdm vn\u011bj\u0161\u00edm hrozb\u00e1m: rusk\u00e9 agresi, jak se projevila v Gruzii a na Ukrajin\u011b, a masov\u00e9 imigraci z Bl\u00edzk\u00e9ho v\u00fdchodu a severn\u00ed Afriky. Autor p\u00ed\u0161e z toho, co naz\u00fdv\u00e1 proevropskou perspektivou, a z\u00e1rove\u0148 trv\u00e1 na tom, \u017ee EU pot\u0159ebuje radik\u00e1ln\u00ed reformy.      <\/p>\n<h3 style=\"font-weight: 400;\">\u0158\u00edzen\u00ed rozmanitosti, nebo budov\u00e1n\u00ed supervelmoci?<\/h3>\n<p style=\"font-weight: 400;\">Rohac rozli\u0161uje mezi dv\u011bma protich\u016fdn\u00fdmi vizemi Evropy. Jednou z nich byla vize <a href=\"https:\/\/www.google.com.br\/books\/edition\/Conservative_Liberalism_North_and_South\/B_cxEQAAQBAJ\">konzervativn\u00edch liber\u00e1l\u016f<\/a> Friedricha von Hayeka, Wilhelma R\u00f6pkeho a Luigiho Einaudiho, kte\u0159\u00ed si p\u0159edstavovali, \u017ee jednotliv\u00e9 evropsk\u00e9 st\u00e1ty sv\u011b\u0159\u00ed ur\u010dit\u00e9 \u00fakoly feder\u00e1ln\u00edmu org\u00e1nu, p\u0159i\u010dem\u017e jejich rozsah omez\u00ed na minimum nezbytn\u00e9 pro voln\u00fd obchod a pr\u00e1vn\u00ed jistotu. Tuto vizi, jak Rohac zd\u016fraz\u0148uje, do zna\u010dn\u00e9 m\u00edry sd\u00edleli i katoli\u010dt\u00ed personalist\u00e9. Konkuren\u010dn\u00ed vizi zast\u00e1val technokrat Jean Monnet, kter\u00fd usiloval o sjednocenou Evropu s rozs\u00e1hl\u00fdmi pravomocemi, kter\u00e1 by vznikala postupn\u011b. Pro konzervativn\u00ed liber\u00e1ly a personalisty m\u011bla b\u00fdt EU nutn\u011b nedokonalou platformou pro \u0159\u00edzen\u00ed vztah\u016f mezi evropsk\u00fdmi zem\u011bmi a vyu\u017e\u00edv\u00e1n\u00ed p\u0159\u00ednos\u016f spolupr\u00e1ce a obchodu; soustavou instituc\u00ed, pravidel a vztah\u016f propojuj\u00edc\u00edch a omezuj\u00edc\u00edch n\u00e1rodn\u00ed vl\u00e1dy. Naproti tomu pro technokraty \u0161lo v EU o vybudov\u00e1n\u00ed supervelmoci; jednalo se, jak to formuluje Rohac, o snahu roz\u0161\u00ed\u0159it n\u00e1rodn\u00ed st\u00e1t na evropskou \u00farove\u0148. P\u0159\u00edle\u017eitost d\u011bl\u00e1 zlod\u011bje: prost\u0159edky z fond\u016f EU v\u011bt\u0161inou z\u00edsk\u00e1vaj\u00ed zem\u011b se slabou infrastrukturou, omezen\u00fdm ob\u010dansk\u00fdm pov\u011bdom\u00edm a bezohledn\u00fdmi elitami, a tyto prost\u0159edky maj\u00ed tendenci posilovat p\u0159etrv\u00e1vaj\u00edc\u00ed korupci v t\u011bchto zem\u00edch. Dal\u0161\u00edm zdrojem konflikt\u016f je snaha EU vnucovat \u00fadajn\u011b \u201eevropsk\u00e9\u201c hodnoty zem\u00edm s mor\u00e1ln\u00edmi z\u00e1sadami, kter\u00e9 se od nich v\u00fdrazn\u011b li\u0161\u00ed, jako je tomu nap\u0159\u00edklad v ot\u00e1zk\u00e1ch potrat\u016f, man\u017eelstv\u00ed osob stejn\u00e9ho pohlav\u00ed, nen\u00e1vistn\u00fdch projev\u016f a kontroly imigrace. Z\u00e1sada subsidiarity \u2013 tedy \u017ee rozhodnut\u00ed by m\u011bli v co nejv\u011bt\u0161\u00ed m\u00ed\u0159e p\u0159ij\u00edmat ti, kter\u00fdch se p\u0159\u00edmo t\u00fdkaj\u00ed \u2013 by se v EU teoreticky m\u011bla dodr\u017eovat, ale Rohac poznamen\u00e1v\u00e1, \u017ee v praxi je t\u00e9m\u011b\u0159 zcela ignorov\u00e1na. Poukazuje tak\u00e9 na to, \u017ee nacionalismus se uk\u00e1zal b\u00fdt mnohem odoln\u011bj\u0161\u00ed, ne\u017e zakladatel\u00e9 EU o\u010dek\u00e1vali. Evropsk\u00e9 n\u00e1rodn\u00ed st\u00e1ty se z d\u011bjin v dohledn\u00e9 dob\u011b nest\u00e1hnou, trefn\u011b poznamen\u00e1v\u00e1.     <\/p>\n<h3 style=\"font-weight: 400;\">EU: projekt nebo platforma?<\/h3>\n<p style=\"font-weight: 400;\">Rohac stav\u00ed proti sob\u011b dv\u011b pojet\u00ed lidsk\u00e9 spole\u010dnosti: jednak jako slo\u017eit\u00fd, t\u011b\u017eko ovladateln\u00fd \u0159\u00e1d, kter\u00fd nevyhnuteln\u011b zaost\u00e1v\u00e1 za mor\u00e1ln\u00edmi ide\u00e1ly, a jednak jako spole\u010dn\u00fd projekt zam\u011b\u0159en\u00fd na zlep\u0161en\u00ed spole\u010dnosti. Odm\u00edt\u00e1 EU jako projekt, nikoli jako platformu. V podobn\u00e9m duchu Rohac kritizuje to, co naz\u00fdv\u00e1 liber\u00e1ln\u00edm moralismem, tedy pokus p\u0159etvo\u0159it sv\u011bt podle ide\u00e1l\u016f vymy\u0161len\u00fdch na univerzitn\u00edch semin\u00e1\u0159\u00edch. Liber\u00e1ln\u00ed moralismus, jak nazna\u010duje, je nejen odsouzen k ne\u00fasp\u011bchu, ale tak\u00e9 vyvol\u00e1v\u00e1 proti\u00fatok pravicov\u00fdch populist\u016f. M\u00e1-li EU usp\u011bt, mus\u00ed se vr\u00e1tit k mnohem skromn\u011bj\u0161\u00ed roli, v podstat\u011b k t\u00e9, jakou si p\u0159edstavovali Hayek, R\u00f6pke a Einaudi. Rohac tvrd\u00ed, \u017ee volba mezi dal\u0161\u00ed centralizac\u00ed EU a navr\u00e1cen\u00edm pravomoc\u00ed jednotliv\u00fdm st\u00e1t\u016fm je fale\u0161n\u00e1: d\u016fle\u017eit\u00e9 je uznat rozmanitost, neshody a rozd\u011blen\u00ed a podporovat rozvoj instituc\u00ed, kter\u00e9 umo\u017e\u0148uj\u00ed m\u00edrov\u00e9 sou\u017eit\u00ed evropsk\u00fdch st\u00e1t\u016f a spole\u010denstv\u00ed.
