Kori\u0161tenje politi\u010dkog ogla\u0161avanja, bilo offline ili online, stoga \u0107e biti klju\u010dno za kona\u010dni ishod, jer mo\u017ee prenijeti milijune glasova s \u200b\u200bjedne strane na drugu, ovisno o tome kako se koristi. Medij koji je postao omiljen su dru\u0161tveni mediji, koji olak\u0161avaju dopiranje do vrlo velikog broja ljudi uz relativno nisku cijenu. Me\u0111utim, sama lako\u0107a kojom se dru\u0161tveni mediji mogu koristiti predstavlja ogroman rizik od mogu\u0107e manipulacije mi\u0161ljenjima \u010ditatelja. Zapravo, sve se temelji na prikupljanju i kori\u0161tenju osobnih podataka korisnika: svaki poslu\u017eitelj prikuplja osobne podatke ljudi koji mu pristupaju. Podaci koji se potom prikupljaju i koriste za prepoznavanje korisnikovih preferencija, mogu\u0107ih ili stvarnih, \u017eivotnog stila, interesa. To se ve\u0107 uvelike doga\u0111a u komercijalnom sektoru, kroz strategiju mikro-targetiranja, gdje se podaci potro\u0161a\u010da koriste za prikazivanje komercijalnih ponuda na ure\u0111ajima koji su bliski njihovim interesima. Naravno, potencijalni prevaranti tako\u0111er mogu dobiti osobne podatke kako bi prevarili korisnike, koriste\u0107i se emocionalnom manipulacijom i dezinformacijama.<\/p>\n<h2>Manipulacija mladima<\/h2>\n<p>To se tako\u0111er mo\u017ee dogoditi u politi\u010dkom ogla\u0161avanju. Mikro-targetiranje mo\u017ee \u010dak stvoriti &#8220;odjeke&#8221; u kojima je korisnik izlo\u017een samo jednoj vrsti vijesti, potpuno mijenjaju\u0107i njegovu ili njezinu percepciju javne rasprave. Iz tih je razloga izravna intervencija EU-a bila neophodna kako bi se ograni\u010dila \u0161teta od mogu\u0107ih dezinformacija. Europska komisija je, primjerice, 2020. godine zahtijevala od online platformi s vi\u0161e od 45 milijuna mjese\u010dnih korisnika da poduzmu odre\u0111ene mjere protiv dezinformacija, a da istovremeno budu transparentnije o tome kako njihovi algoritmi rade i kakav sadr\u017eaj odlu\u010duju prikazati korisnicima. Me\u0111utim, utvr\u0111eno je da mnoge platforme jo\u0161 uvijek ne pru\u017eaju dovoljno informacija o ovom pitanju. To je vrlo relevantno pitanje za Europu, s toliko mladih bira\u010da koji \u0107e 8. i 9. lipnja iza\u0107i na izbore. U 2019., godini posljednjih europskih izbora, uloga dru\u0161tvenih medija bila je klju\u010dna, a sudjelovanje mladih u glasovanju bilo je zna\u010dajno. Tako\u0111er treba napomenuti da se u nekim zemljama pravo glasa daje s navr\u0161enih 16 godina (Austrija, Belgija, Njema\u010dka i Malta) odnosno 17 (Gr\u010dka). Tik Tok je jedna od platformi koju mladi ljudi najvi\u0161e koriste, a samim time i jedna od najutjecajnijih. Strahovi od stranog, posebice kineskog utjecaja stoga su veliki: posljednjih su mjeseci Komisija i Parlament pozvali da se aplikacija ne koristi na osobnim mobitelima, dok su istrage o za\u0161titi maloljetnika u tijeku.<\/p>\n<h2>Europska akcija za obranu slobode informacija<\/h2>\n<p>Europski parlament stoga je pro\u0161le velja\u010de usvojio novu uredbu o politi\u010dkom ogla\u0161avanju. Cilj je gra\u0111anima dati \u0161to vi\u0161e informacija, primjerice za\u0161to su ciljani na ogla\u0161avanje. Tako\u0111er ima za cilj suzbijanje prekomjernog mikro-ciljanja, na primjer propisivanjem da se odre\u0111eni osobni podaci ne mogu koristiti, poput etni\u010dke pripadnosti, seksualne orijentacije ili vjere, ili da maloljetnici ne smiju primati politi\u010dke reklame. Jo\u0161 jedan zakon koji \u0107e omogu\u0107iti ve\u0107u za\u0161titu na dru\u0161tvenim mre\u017eama nego u pro\u0161losti je Zakon o umjetnoj inteligenciji, propis koji poku\u0161ava ograni\u010diti rizike povezane s umjetnom inteligencijom uvo\u0111enjem zahtjeva za transparentno\u0161\u0107u koji moraju biti ispunjeni. Na primjer, velike internetske platforme morat \u0107e osigurati alate za otkrivanje autenti\u010dnosti poruka. Ukratko, namjera je osigurati da korisnici dobiju to\u010dne informacije.
