Po prvi put od ekonomske i financijske krize 2008. godine, \u010diji se u\u010dinak osjetio na tr\u017ei\u0161tu nekretnina, nova kriza prijeti najve\u0107oj skupini gra\u0111ana Europe: srednjoj klasi.<span class=\"Apple-converted-space\"> <\/span><\/p>\n<p>Nesigurnost, pa i strah, prijetnja od gubitka krova nad glavom, eksponente ove dru\u0161tvene kategorije pribli\u017eava krajnjoj desnici i predstavnicima populisti\u010dke struje, koji tu temu, uz migracijsku, koriste za pridobijanje kao \u0161to vi\u0161e mjesta u Europskom parlamentu. To su zaklju\u010dci studije koju je nedavno objavio The Guardian, a koja se poziva na upozorenje stru\u010dnjaka UN-a. Prema njemu, nova stambena kriza pogodit \u0107e \u010dak \u010detiri kategorije Europljana.<\/p>\n<blockquote><p>&#8220;Stambena kriza vi\u0161e ne poga\u0111a samo ljude s niskim prihodima, imigrante ili obitelji s jednim roditeljem, ve\u0107 i srednju klasu&#8221;, rekao je posebni izvjestitelj UN-a za stambena pitanja Balakrishnan Rajagopal, prenosi The Guardian.<\/p><\/blockquote>\n<p>Prema nekim stru\u010dnjacima, stambena kriza je zapo\u010dela s gospodarskom krizom koja je nastala u ratu u Ukrajini, a manifestirala se u rastu inflacije i cijena energenata, \u0161to je dovelo do spiralnog rasta cijena, a sve je rezultiralo ni\u017eom kupovnom mo\u0107i. U slu\u010daju stambenog tr\u017ei\u0161ta, kriza tako\u0111er ima svoje izravne uzroke &#8211; pad u gra\u0111evinskom sektoru, masovno useljavanje, posebno u velike gradove, te nedostatak socijalnih mjera od strane vlada.<span class=\"Apple-converted-space\"> <\/span><\/p>\n<p>Analiti\u010dari koje citira The Guardian imaju druga\u010dije mi\u0161ljenje, tvrde\u0107i da je stambena kriza po\u010dela mnogo ranije i da se produbila tijekom pro\u0161log desetlje\u0107a, a sada je eskalirala. Prema njihovim rije\u010dima, to je najakutnije u velikim gradovima, a uzrokovano je masovnim useljavanjem u proteklom desetlje\u0107u, ali i turizmom koji se &#8220;probudio&#8221; nakon pandemije. Osje\u0107a se u cijeloj Europi, od Nizozemske do Portugala, od Gr\u010dke do Njema\u010dke i u Velikoj Britaniji.<\/p>\n<h3 style=\"text-align: center;\"><strong>Cijene ku\u0107a porasle su za 50% u posljednjem desetlje\u0107u<span class=\"Apple-converted-space\"> <\/span><\/strong><\/h3>\n<p>Kad je rije\u010d o kupnji, cijene ku\u0107a u Europi porasle su za gotovo 50% u posljednjem desetlje\u0107u &#8211; 2010.-2022. Za najamnine, pove\u0107anje u istom razdoblju iznosi blizu 20%, pokazuju podaci Eurostata. Iako manjeg opsega, rast cijena na tr\u017ei\u0161tu najma ima ja\u010di utjecaj, uglavnom u smislu dru\u0161tvenih skupina na koje utje\u010de.<\/p>\n<p>Posljednjih mjeseci nedostatak pristupa\u010dnog stambenog prostora doveo je do prosvjeda u nekoliko prijestolnica i velikih gradova EU-a, poput Lisabona, Amsterdama, Praga, Milana i Londona. Postoje europske zemlje u kojima vi\u0161e od 20% ku\u0107anstava tro\u0161i vi\u0161e od 40% ili vi\u0161e svojih neto prihoda na stanarinu. Mladima trenutne cijene stanarina gutaju oko pola prihoda, a hipoteke su \u010dak 10 puta ve\u0107e od prosje\u010dne pla\u0107e.<\/p>\n<p>U Njema\u010dkoj, jedinoj zemlji u Europi u kojoj je iznajmljiva\u010da vi\u0161e od vlasnika stanova, stanarine su astronomski porasle, posebno u velikim gradovima. U Berlinu su najamnine u jednoj godini porasle za 9 posto: za stan od oko 60 \u010detvornih metara prosje\u010dna mjese\u010dna najamnina iznosi vi\u0161e od 800 eura, au M\u00fcnchenu \u010dak i vi\u0161e, 1115 eura za stan iste veli\u010dine, prema podacima za Frankfurter Allgemeine Zeitung.  <span class=\"Apple-converted-space\"> <\/span>Mnogo je razloga za to, uklju\u010duju\u0107i mnogo manji broj novih domova koji se grade u usporedbi s potra\u017enjom.<span class=\"Apple-converted-space\"> <\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-27802 aligncenter\" src=\"https:\/\/www.theconservative.online\/wp-content\/uploads\/2024\/05\/construction-build-scaffold-site-9be0d10a9dd273dd9c941052b53bb5f4.jpg\" alt=\"\" width=\"2551\" height=\"1912\"><\/p>\n<p>U Njema\u010dkoj nedostaje vi\u0161e od 800.000 domova i potreba raste. Ambiciozni plan savezne vlade o izgradnji 400.000 domova godi\u0161nje, uklju\u010duju\u0107i 100.000 socijalnih stambenih jedinica, te\u0161ko je ostvariti zbog visokih tro\u0161kova i rastu\u0107ih kamata. Gotovo 10 milijuna ljudi u zemlji, uglavnom jednoroditeljskih obitelji, \u017eivi u sku\u010denim prostorima &#8211; tako govore podaci Saveznog zavoda za statistiku.<span class=\"Apple-converted-space\"> <\/span><\/p>\n<p>Situacija je jo\u0161 o\u010dajnija u Litvi, gdje su najamnine porasle i do 144%, te Irskoj, gdje je porast ve\u0107 preko 80%. Krajem pro\u0161le godine najam jednosobnog stana u sredi\u0161tu Dublina iznosio je vi\u0161e od 1900 eura, dok je u manje atraktivnom zapadnom dijelu grada prosjek bio 1300 eura.<\/p>\n<h3 style=\"text-align: center;\"><strong>  Rumunjska &#8211; pove\u0107anje najamnine od 35%, cijene ku\u0107a &#8211; pove\u0107anje od 25%.<\/strong><\/h3>\n<p>Prema lokalnim stru\u010dnjacima, Rumunjska je tako\u0111er do\u017eivjela zna\u010dajan porast cijena nekretnina i najamnina, ali taj porast jo\u0161 nije dosegao razinu Zapada. Izme\u0111u 2010. i 2023. stanarine u Rumunjskoj porasle su u prosjeku za 35%, dok je cijena kupnje ku\u0107e porasla za 25,5%. Stru\u010dnjaci isti\u010du da su cijene u tom rasponu ipak prosjek, koji donekle zadr\u017eavaju cijene u manjim gradovima.<\/p>\n<p>Inflacija u posljednje dvije godine uzela je ozbiljan danak na tr\u017ei\u0161tu nekretnina, pri \u010demu su cijene gra\u0111evinskog materijala rekordno porasle u odnosu na prethodne godine. Unato\u010d ovim pove\u0107anjima, Bukure\u0161t (glavni grad Rumunjske) ostaje ispod prosjeka EU-a za stanarine, iako je financijski teret koji ovaj mjese\u010dni tro\u0161ak stavlja na primanja mladih ljudi ili obitelji s jednim roditeljem zna\u010dajan. Prosje\u010dna cijena najma dvosobnog stana na kraju pro\u0161le godine iznosila je 558 eura, \u0161to je 16 posto vi\u0161e nego u istom razdoblju pro\u0161le godine. Uz prosje\u010dnu neto pla\u0107u u Rumunjskoj pro\u0161le godine od ne\u0161to vi\u0161e od 900 eura, mo\u017ee se re\u0107i da je za mnoge Rumunje vi\u0161e od polovice prihoda oti\u0161lo na stanarinu. \u010cak i tako, Bukure\u0161t je ispod velikih europskih metropola, s Parizom, primjerice, ispla\u0107uje 80% prosje\u010dne neto pla\u0107e, a Berlinom 70%.<\/p>\n<h3 style=\"text-align: center;\"><strong>Stambena kriza, politi\u010dki iskori\u0161tena<\/strong><\/h3>\n<p>U tim je okolnostima europska stambena kriza, potaknuta porastom stanarina i vrtoglavim cijenama nekretnina, postala glavno pitanje uo\u010di izbora za Europski parlament, \u0161to su u potpunosti iskoristile populisti\u010dke stranke, pokazuje analiza The Guardiana. Uz imigrantsko pitanje, useljeni\u010dku krizu mogle bi uspje\u0161no iskoristiti te politi\u010dke stranke, koje bi prema anketama EU mogle biti prve u devet \u010dlanica EU, a druge ili tre\u0107e u ostalih devet, ka\u017eu analiti\u010dari Guardiana. Kao primjer utjecaja koji stambena kriza mo\u017ee imati na izbore navode Nizozemsku, gdje je krajnja desni\u010darska stranka na \u010delu s Geertom Wildersom pobijedila na op\u0107im izborima 2023. na temelju antiimigrantskih poruka koje se okrivljuju za stambenu krizu. Prema Geertu Wildersu, strani studenti, \u010diji je broj posljednjih godina naglo porastao, tako\u0111er su krivi za stambenu krizu.<\/p>\n<p>Problemi u Nizozemskoj po\u010deli su prije vi\u0161e od 10 godina kada su se, osim besku\u0107nika bez ikakvih primanja, za socijalne stanove po\u010deli javljati mladi i stari koji su imali posao ili mirovinu, ali vi\u0161e nisu mogli pla\u0107ati stanarinu. Prosje\u010dna ku\u0107a u Nizozemskoj sada ko\u0161ta 452 000 eura, vi\u0161e od 10 puta vi\u0161e od prosje\u010dne godi\u0161nje pla\u0107e od 44 000 eura. Cijene ku\u0107a su se u zadnjih 10 godina udvostru\u010dile, au najtra\u017eenijim podru\u010djima porast je \u010dak 130%.<span class=\"Apple-converted-space\"> <\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-27822 aligncenter\" src=\"https:\/\/www.theconservative.online\/wp-content\/uploads\/2024\/05\/house-demolition-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\"><\/p>\n<p>Najamnine u privatnom sektoru, koji \u010dini oko 15% ukupnog stambenog fonda, tako\u0111er su zna\u010dajno porasle. Jednokrevetna soba u ku\u0107i u Amsterdamu ko\u0161ta 950 eura mjese\u010dno; garsonijera ko\u0161ta najmanje 1500 eura ili vi\u0161e, a apartman za tri osobe 3500 eura. U me\u0111uvremenu, lista \u010dekanja u sektoru socijalnog stanovanja, koja je otprilike dvostruko du\u017ea nego za privatno stanovanje, u prosjeku je sedam godina diljem zemlje &#8211; ali u velikim gradovima, posebice Amsterdamu, mo\u017ee trajati \u010dak 18 ili 19 godina.<span class=\"Apple-converted-space\"> <\/span><\/p>\n<p>Analiti\u010dari koje citira The Guardian ka\u017eu da je to zbog vladine politike od ranih 2010-ih, kada je Ministarstvo stanovanja i planiranja ukinuto, a prodaja stanova liberalizirana. To je rezultiralo time da je otprilike \u010detvrtina stanova u ve\u0107im gradovima u zemlji u vlasni\u0161tvu privatnih investitora. Tome bi se pridodao niz drugih zakonskih mjera, poput ukidanja subvencija za stanogradnju ili osloba\u0111anja kupaca od pla\u0107anja poreza na hipoteku. Iako je cilj bio pomo\u0107i mladim ljudima da kupe svoj prvi dom, oni su na kraju pomogli postoje\u0107im stanodavcima da ula\u017eu u vi\u0161e nekretnina i pove\u0107ali cijene najma.<\/p>\n<blockquote><p>&#8220;Europa je pila Kool-Aid iz 1980-ih&#8230; tr\u017ei\u0161ta su bila dobra, planiranje lo\u0161e&#8221; (&#8230;) &#8220;Ali tr\u017ei\u0161ta se brinu samo za sebe.
