Konvencija opisuje pokretnu sliku i kao oblik umjetnosti i kao zapis na\u0161e pro\u0161losti, dakle s kulturnim, znanstvenim i istra\u017eiva\u010dkim mogu\u0107nostima. Pokretni materijal uklju\u010duje i kinematografska djela i druge snimke bilo kojim medijem, uz jedini uvjet preno\u0161enja dojma kretanja. Kao posljedica toga, pokriva televiziju, ali ne i radio. Glavni instrument za\u0161tite je obveza zemalja koje su ratificirale da polo\u017ee materijal koji pripada njezinom audiovizualnom materijalu koji je proizveden ili koproduciran u toj zemlji. Obavezni primjerak jam\u010di postojanje najmanje kopije produkcije, plus restauraciju njezinog materijala kako bi se sa\u010duvao od propadanja. Depozit doma\u0107ih proizvoda koji se odnose na svaku zemlju nakon stupanja na snagu konvencije je obavezan. Me\u0111utim, konvencija tako\u0111er promi\u010de dobrovoljni depozit, na primjer, za strane produkcije i pokretne slike proizvedene prije konvencije. Dobrovoljni depozit tako\u0111er pokriva pomo\u0107ni materijal, kao \u0161to je tehni\u010dki materijal proiza\u0161ao iz proizvodnje (v.gr. oprema za snimanje), stavke povezane s \u0161irenjem i iskori\u0161tavanjem pokretnih slika (v.gr. plakati). Unato\u010d obveznom karakteru obveznog primjerka, zemlje koje su ratificirale kona\u010dnu odluku odlu\u010duju o tome \u0161to je njihova audiovizualna ba\u0161tina. Takva odluka ne bi trebala biti proizvoljna ili diskriminiraju\u0107a. Me\u0111utim, to je implicitno priznanje da je audiovizualna ba\u0161tina najprije nacionalna, a zatim europska, kao kombinacija odgovaraju\u0107ih nacionalnih ba\u0161tina. Polo\u017eeni materijal mora biti originalan ili materijal iz kojeg se mo\u017ee rekonstituirati izvorna kvaliteta. Arhivska tijela mogu biti javna ili privatna, ali ih ne mo\u017ee kontrolirati nitko tko se prvenstveno bavi profitnim aktivnostima u medijskom sektoru. Povrh te konvencije, Vije\u0107e Europe usvojilo je Protokol o za\u0161titi televizijskih produkcija, zbog njihove gotovo univerzalne dostupnosti, koli\u010dine i uloge kao ogledala svih sektora i aspekata dru\u0161tva. Televizijska produkcija isklju\u010duje materijal pokretnih slika koji se prenosi na individualni zahtjev i interaktivni materijal pokretnih slika, odnosno usluge videa na zahtjev (VOD) i platforme za dijeljenje videa (VSP) nisu obuhva\u0107ene protokolom. S obzirom na sve ve\u0107u va\u017enost VOD-a, multimedijskih i interaktivnih proizvoda, oni su obuhva\u0107eni odredbama konvencije, ali ne i protokolom. Televizijske produkcije tako\u0111er podlije\u017eu obveznom primjerku, ali protokolom je dr\u017eavama izri\u010dito dopu\u0161teno da ocijene, odaberu ili uzorkuju one produkcije za koje smatraju da pripadaju njihovoj audiovizualnoj ba\u0161tini. U slu\u010daju drugih produkcija (na primjer, kinematografskih), ovo je razmatranje implicitno, ali ne i eksplicitno. Ovdje se mo\u017ee vidjeti manje iscrpna kvaliteta obveznog primjerka za televizijske produkcije. Radio-televizijske ku\u0107e mogu djelovati kao depozitna tijela, ako tako odredi dr\u017eava, bilo za produkcije koje emitiraju same ili, ako se obje strane sla\u017eu, druge radiodifuzne ku\u0107e.                     Ovo \u010dini jo\u0161 jednu razliku izme\u0111u televizijske proizvodnje i drugih oblika pokretnih slika, posebice kina, za koje arhivska tijela mogu biti privatna, ali ih ne mo\u017ee kontrolirati nitko tko se primarno bavi profitnim aktivnostima u medijskom sektoru, kao \u0161to su nakladnici. Do sada je konvenciju ratificiralo samo osam dr\u017eava \u010dlanica Europske unije (Hrvatska, Francuska, Njema\u010dka, Ma\u0111arska, Litva, Luksemburg, Poljska i Slova\u010dka), od kojih su protokol ratificirale samo \u010detiri (Francuska , Njema\u010dka, Litvanija i Slova\u010dka Republika). Prije konvencije i protokola, Vije\u0107e Europe usvojilo je svoju Europsku konvenciju o kinematografskoj koprodukciji iz 1992. za promicanje europske kinematografije kroz kulturnu suradnju.
