Klimatska politika EU-a utjelovljena je u takozvanom zakonodavnom paketu &#8216;Prikladan za 55&#8217;, koji je u teoriji osmi\u0161ljen za smanjenje emisija stakleni\u010dkih plinova (GHG) u Uniji za 55% 2030. godine, otuda i njegov neobi\u010dan naziv. Me\u0111utim, &#8216;Fit for 55&#8217; predstavlja izazov za cestovni, zra\u010dni i pomorski promet. \u0160to se ti\u010de cestovnog prometa, jedan od pravnih akata &#8216;Prikladan za 55&#8217;, Uredba 2023\/851, postupno ukida motore s unutarnjim izgaranjem za cestovna vozila 2035. Institucije Unije branile su ovu mjeru na temelju emisija stakleni\u010dkih plinova iz putni\u010dkog prijevoza \u0161to predstavlja oko 20% ukupnih emisija EU. Me\u0111utim, ve\u0107 znamo da automobili s niskom emisijom CO2 (elektri\u010dni) nisu pristupa\u010dni europskim skupinama s ni\u017eim primanjima, koje bi trebale platiti pove\u0107anje cijene od 10-50% u usporedbi s klasi\u010dnim vozilom s unutarnjim izgaranjem. Ako se ta populacija umjesto toga po\u0161alje na tr\u017ei\u0161te rabljene robe, pojavljuje se problem ograni\u010denog vijeka trajanja baterije. Kinesko stanovni\u0161tvo ima bolji pristup elektri\u010dnim vozilima jer se ne moraju suo\u010davati s problemima nedostatka poluvodi\u010da, uskih grla u opskrbnom lancu zbog ponude rijetkih materijala i nedostatka javne potpore za koju se u Europi smatra da mijenja konkurenciju. Kao rezultat toga, maloprodajna cijena elektri\u010dnih vozila u Kini smanjena je za 2% u 2023. u usporedbi s prethodnom godinom. Prijelaz na elektrifikaciju automobila, kombija i kamiona utjecat \u0107e na potra\u017enju za elektri\u010dnom energijom iz elektri\u010dnih mre\u017ea, a time i na njezinu cijenu. Na\u017ealost, studija ne daje analizu podataka o takvom poskupljenju i, kada se radi o prijevozu tereta, produktivnosti. Regulacija \u017eeljezni\u010dkog prometa evoluirala je od progresivne liberalizacije do promicanja ve\u0107e koli\u010dine prometa na \u017eeljezni\u010dkoj mre\u017ei, kao alternative oblicima mobilnosti koji vi\u0161e zaga\u0111uju okoli\u0161. Direktiva o oporezivanju energije uklanja potpuno izuze\u0107e od oporezivanja energije za putovanja unutar EU-a za zra\u010dni promet (kerozin) kao i pomorski promet (te\u0161ko ulje). \u0160to se ti\u010de zra\u010dnog prometa, zrakoplovstvo \u010dini oko 2-3% globalnih emisija CO2 i predvi\u0111a se njihov daljnji porast zbog porasta potra\u017enje. Studija predvi\u0111a vi\u0161e cijene karata za putnike i manju frekvenciju letova za pojedine linije. Ovo se odnosi i na komercijalne letove kao i na zra\u010dni teretni promet; u potonjem slu\u010daju, pove\u0107anje vozarina proizvodi kona\u010dne posljedice na konkurentnost. Kona\u010dno, iu pomorskom prometu bit \u0107e pove\u0107ane cijene putni\u010dkih karata. Pomorski \u0107e teret na sli\u010dan na\u010din trpjeti ve\u0107e operativne tro\u0161kove i vozarine. Razlika u cijeni izme\u0111u konvencionalnih brodskih goriva i alternativnih goriva mo\u017ee biti prili\u010dno zna\u010dajna, trenutno 40% vi\u0161a u potonjem slu\u010daju. Brodarske tvrtke \u0107e se poticati da smanje brzine kako bi smanjili potro\u0161nju goriva i emisije, produ\u017euju\u0107i tako vrijeme putovanja i smanjuju\u0107i produktivnost. Studija ukazuje na posredne u\u010dinke na zapo\u0161ljavanje i daljnje veze za luke EU-a koje gube promet jer brodari izbjegavaju ili minimiziraju luke u Europskom gospodarskom prostoru kako bi izbjegli utjecaj prava Unije.<\/p>\n<p>  Na primjer, brod koji putuje iz Kine za Europu mogao bi izabrati luku Tanger u Maroku, a ne Algeciras u \u0160panjolskoj, koji je udaljen samo 30 kilometara. Sheme subvencioniranja kojima se kontrolira rast cijena nisu ekonomski odr\u017eive i zna\u010de ne\u017eeljenu intervenciju na tr\u017ei\u0161tu. Europska unija ve\u0107 je dodijelila prora\u010dun od 25,8 eura za promet kroz svoj \u201eInstrument za povezivanje Europe\u201c za razdoblje 2021.-2027. Branitelji &#8216;Fit for 55&#8217; o prometu tvrde da je taj sektor zadnji u EU-u s obzirom na stopu usvajanja obnovljive energije, samo 8,9%.
