Ono \u0161to je postalo sna\u017ean simbol ambicije EU-ovog Zelenog plana sada se preoblikuje u fleksibilniji okvir koji omogu\u0107uje ograni\u010denu ulogu tehnologija temeljenih na izgaranju nakon tog datuma. <\/p>\n<p>Novi prijedlog, koji je Komisija odobrila u Strasbourgu nakon \u017eustrih unutarnjih rasprava, zamjenjuje prethodni cilj smanjenja emisija vozila za 100% smanjenjem od 90% u usporedbi s razinama iz 2021. Kako bi se nadoknadilo preostalih 10% emisija koje \u0107e biti tolerirane prema novim pravilima, proizvo\u0111a\u010di automobila morat \u0107e akumulirati takozvane emisijske kredite. Ti se krediti mogu zaraditi raznim strategijama, uklju\u010duju\u0107i kori\u0161tenje \u010delika s niskim udjelom ugljika proizvedenog unutar EU i usvajanje odr\u017eivih goriva poput sinteti\u010dkih e-goriva i naprednih, neprehrambenih biogoriva dobivenih iz poljoprivrednog otpada ili rabljenog ulja za kuhanje. Biogoriva proizvedena od prehrambenih usjeva ostaju isklju\u010dena.   <\/p>\n<p>Prema procjenama Komisije, ovaj sustav bi mogao omogu\u0107iti da 30-35% tr\u017ei\u0161ta automobila nakon 2035. godine bude opskrbljeno vozilima koja nisu u potpunosti elektri\u010dna. Predsjednica Komisije Ursula von der Leyen poku\u0161ala je umiriti kriti\u010dare izjavom da \u201eEuropa ostaje na \u010delu globalne tranzicije prema \u010distom gospodarstvu\u201c. Nasuprot tome, talijanski ministar poduzetni\u0161tva Adolfo Urso pozdravio je taj potez kao \u201eproboj u zidu ideologije\u201c, pripisuju\u0107i zasluge za rimski napor za tehnolo\u0161ku neutralnost.  <\/p>\n<p>Reakcije industrije bile su pomije\u0161ane. Europsko udru\u017eenje proizvo\u0111a\u010da automobila (ACEA) pozdravilo je promjenu kao korak prema pragmati\u010dnijoj i fleksibilnijoj tranziciji, dok je talijanski UNRAE tvrdio da je to bilo potrebno s obzirom na nedostatak koherentne industrijske politike na razini cijele EU za podr\u0161ku elektrifikaciji. S druge strane, proizvo\u0111a\u010di usmjereni isklju\u010divo na elektri\u010dna vozila izrazili su sna\u017eno protivljenje. Izvr\u0161ni direktor Polestara Michael Lohscheller upozorio je da bi slabljenje pravila moglo na\u0161tetiti i klimi i dugoro\u010dnoj konkurentnosti Europe.   <\/p>\n<h3>Dodatna fleksibilnost i tr\u017ei\u0161na podr\u0161ka<\/h3>\n<p>Osim glavne promjene cilja emisija, Komisija je uvela dodatne fleksibilnosti. Proizvo\u0111a\u010dima automobila bit \u0107e odobreno trogodi\u0161nje produljenje, od 2030. do 2032., kako bi se uskladili s nadolaze\u0107im smanjenjima emisija. Ciljevi smanjenja emisija za kombije do 2030. tako\u0111er su smanjeni s 50% na 40%.  <\/p>\n<p>Kako bi potaknuo potra\u017enju za pristupa\u010dnim elektri\u010dnim automobilima proizvedenim u Europi, Bruxelles je pokrenuo novu kategoriju \u201emali pristupa\u010dni automobili\u201c koja obuhva\u0107a elektri\u010dna vozila duljine do 4,2 metra. Ovi modeli \u0107e imati koristi od zamrznutih regulatornih zahtjeva deset godina i, ako se proizvode unutar EU, mogu se ra\u010dunati kao \u201esuperkrediti\u201c za postizanje ciljeva emisija voznog parka. Paralelno s tim, EU je namijenila 1,8 milijardi eura za potporu potpuno europskom lancu opskrbe baterijama, uklju\u010duju\u0107i 1,5 milijardi eura beskamatnih kredita po\u010dev\u0161i od sljede\u0107e godine.  <\/p>\n<p>Korporativni vozni parkovi, koji \u010dine oko 60% prodaje novih automobila u Europi, jo\u0161 su jedna klju\u010dna poluga. Prema prijedlogu, Italija \u0107e morati osigurati da vozila s nultom emisijom \u010dine najmanje 45% voznih parkova tvrtki do 2030. i 80% do 2035., iako dr\u017eave \u010dlanice zadr\u017eavaju fleksibilnost u na\u010dinu na koji posti\u017eu te ciljeve. <\/p>\n<h3>Dvobrzinska tranzicija<\/h3>\n<p>Unato\u010d tim mjerama, i dalje postoji zabrinutost zbog \u201edvobrzinskog\u201c europskog tr\u017ei\u0161ta. Prihva\u0107anje elektri\u010dnih vozila uvelike je koncentrirano u sjevernoj i zapadnoj Europi. Norve\u0161ka, iako nije \u010dlanica EU, dosegla je izvanrednih 94% udjela elektri\u010dnih vozila u ukupnoj prodaji u prvih sedam mjeseci 2025., dok zemlje poput Hrvatske ostaju zaglavljene na oko 1%. Unutar EU, penetracija elektri\u010dnih vozila kre\u0107e se od otprilike 5% u Italiji do oko 10% ukupno tijekom istog razdoblja.   <\/p>\n<p>Kriti\u010dari se boje da bi ubla\u017eavanje ciljeva emisija moglo usporiti ulaganja u infrastrukturu za punjenje, \u0161to je temelj masovnog usvajanja elektri\u010dnih vozila. \u0160tovi\u0161e, u zemljama s velikodu\u0161nim poticajima za kupnju, poput \u0160panjolske, glavni korisnici \u010desto su bili kineski proizvo\u0111a\u010di koji nude jeftinije modele od svojih europskih konkurenata. <\/p>\n<p>Komisijin potez ocrtava novi, pa\u017eljivo kalibrirani put: kompromis osmi\u0161ljen kako bi se uskladile klimatske ambicije s industrijskim kapacitetima i ekonomskim problemima.
