Acest instrument reprezint\u0103 o inova\u021bie semnificativ\u0103 \u00een domeniul comer\u021bului interna\u021bional \u0219i al guvernan\u021bei climatice, deoarece introduce un sistem de impozitare economic\u0103 a emisiilor de dioxid de carbon \u00eencorporate \u00een anumite categorii de bunuri importate din \u021b\u0103ri ter\u021be. Prin intermediul CBAM, Uniunea European\u0103 urm\u0103re\u0219te s\u0103 atribuie o valoare monetar\u0103 con\u021binutului de emisii al bunurilor, aliniindu-l treptat la pre\u021bul carbonului aplicat produc\u0103torilor interni \u00een cadrul EU ETS. Obiectivul este dublu: pe de o parte, consolidarea coeren\u021bei \u0219i eficacit\u0103\u021bii politicilor climatice europene, contribuind la reducerea emisiilor globale \u0219i la combaterea fenomenului de relocare a emisiilor; pe de alt\u0103 parte, restabilirea unei concuren\u021be loiale \u00eentre \u00eentreprinderile din UE \u0219i cele din afara UE care \u00ee\u0219i desf\u0103\u0219oar\u0103 activitatea \u00een medii caracterizate de standarde de mediu mai pu\u021bin stricte. Importatorii din Uniunea European\u0103 vor fi obliga\u021bi s\u0103 achizi\u021bioneze \u0219i s\u0103 livreze certificate CBAM corespunz\u0103toare emisiilor de CO\u2082 generate \u00een produc\u021bia bunurilor importate.   <\/p>\n<p>LEG\u0102TURA CU PIA\u021aA EUROPEAN\u0102 A CARBONULUI<\/p>\n<p>Pre\u021bul certificatelor CBAM este direct legat de valoarea certificatelor de emisii de pe pia\u021ba european\u0103 a carbonului, sistemul de comercializare a emisiilor. \u00cen acest fel, costul de mediu al produselor importate se aliniaz\u0103 treptat cu cel suportat de \u00eentreprinderile europene. \u00cen ultimii ani, pre\u021bul CO\u2082 pe pia\u021ba european\u0103 a ar\u0103tat o variabilitate considerabil\u0103, fluctu\u00e2nd \u00eentre 70 \u0219i 100 de euro pe ton\u0103, cu o valoare recent\u0103 de aproximativ 87 de euro, dup\u0103 ce a atins un v\u00e2rf de peste 100 de euro \u00een 2023. Acest mecanism urm\u0103re\u0219te s\u0103 garanteze c\u0103 produc\u021bia str\u0103in\u0103 nu beneficiaz\u0103 de un avantaj competitiv ca urmare a unor standarde de mediu mai permisive.   <\/p>\n<p>PROTEJAREA \u00ceNTREPRINDERILOR EUROPENE \u0218I REECHILIBRAREA CONCUREN\u021aEI<\/p>\n<p>Unul dintre aspectele-cheie ale CBAM este rolul s\u0103u poten\u021bial \u00een sprijinirea \u00eentreprinderilor europene. De-a lungul anilor, aceste \u00eentreprinderi au fost nevoite s\u0103 se adapteze la reglement\u0103ri climatice din ce \u00een ce mai stricte, suport\u00e2nd costuri suplimentare pentru reducerea emisiilor \u0219i inovarea tehnologic\u0103. CBAM abordeaz\u0103 tocmai acest dezechilibru prin impunerea unui pre\u021b al carbonului \u0219i asupra importurilor, contribuind astfel la restabilirea unor condi\u021bii mai echitabile de concuren\u021b\u0103.   <\/p>\n<p>RISCUL DE RELOCARE A EMISIILOR DE CARBON \u0218I R\u0102SPUNSUL EUROPEAN<\/p>\n<p>Unul dintre obiectivele declarate ale mecanismului este de a combate scurgerile de carbon, un fenomen prin care activit\u0103\u021bile de produc\u021bie sunt relocate \u00een \u021b\u0103ri cu reglement\u0103ri de mediu mai slabe, ceea ce ar duce la o cre\u0219tere general\u0103 a emisiilor globale, mai degrab\u0103 dec\u00e2t la o reducere. \u00cen trecut, acest risc a fost exploatat de cele mai poluante industrii europene pentru a solicita o prelungire a aloc\u0103rii gratuite a cotelor de emisii \u00een cadrul ETS. Con\u0219tient\u0103 de aceste aspecte critice, Comisia European\u0103 a propus crearea unui fond temporar, finan\u021bat par\u021bial din veniturile CBAM, pentru a sprijini industriile cele mai expuse \u00een timpul etapei de punere \u00een aplicare. Acest instrument este conceput pentru a facilita investi\u021biile necesare pentru decarbonizare \u0219i pentru a atenua pierderile de competitivitate pe termen scurt.  <\/p>\n<p>ALOCAREA VENITURILOR \u0218I ROLUL LOR \u00ceN BUGETUL EUROPEAN<\/p>\n<p>Un alt aspect important se refer\u0103 la alocarea resurselor generate de CBAM. \u00cen faza ini\u021bial\u0103, veniturile vor intra \u00een bugetele statelor membre. Conform unor estim\u0103ri tehnice, veniturile ar putea ajunge la aproximativ 1,5 miliarde EUR pe an, contribuind la finan\u021barea politicilor comune.   <\/p>\n<p>REAC\u021aII INTERNA\u021aIONALE \u0218I TENSIUNI COMERCIALE<\/p>\n<p>Adoptarea CBAM a st\u00e2rnit reac\u021bii mixte la nivel interna\u021bional. Mai multe \u021b\u0103ri, inclusiv Statele Unite, China, India, Rusia \u0219i Africa de Sud, \u0219i-au exprimat opozi\u021bia, sus\u021bin\u00e2nd c\u0103 mecanismul reprezint\u0103 o form\u0103 de protec\u021bionism deghizat. Statele Unite, \u00een special, au exercitat presiuni politice asupra Bruxelles-ului, afirm\u00e2nd c\u0103 m\u0103sura risc\u0103 s\u0103 creeze obstacole \u00een calea rela\u021biilor comerciale transatlantice. Unele \u021b\u0103ri au exprimat \u00eendoieli cu privire la legitimitatea instrumentului, \u00een timp ce Comisia European\u0103 sus\u021bine c\u0103 mecanismul se bazeaz\u0103 pe criterii de mediu obiective \u0219i nediscriminatorii. Potrivit Bruxelles-ului, CBAM nu introduce o barier\u0103 comercial\u0103 arbitrar\u0103, ci extinde acela\u0219i pre\u021b al carbonului la importuri ca \u0219i la produc\u021bia intern\u0103, respect\u00e2nd astfel principiile comer\u021bului interna\u021bional.  <\/p>\n<p>COMPLEXITATEA OPERA\u021aIONAL\u0102 \u0218I CRITICILE SISTEMULUI<\/p>\n<p>Pe l\u00e2ng\u0103 provoc\u0103rile politice, CBAM a f\u0103cut \u0219i obiectul unor critici tehnice. Unii observatori subliniaz\u0103 complexitatea m\u0103sur\u0103rii exacte a emisiilor \u00eencorporate \u00een produsele importate, un proces care necesit\u0103 date fiabile \u0219i metodologii comune. Aceast\u0103 complexitate s-ar putea traduce prin sarcini administrative semnificative pentru \u00eentreprinderi \u0219i dificult\u0103\u021bi de punere \u00een aplicare, \u00een special \u00een faza ini\u021bial\u0103. Cu toate acestea, lunga faz\u0103 de tranzi\u021bie a fost conceput\u0103 tocmai pentru a aborda aceste aspecte critice \u0219i pentru a perfec\u021biona instrumentele de calcul.   <\/p>\n<p>CBAM CA INSTRUMENT DE POLITIC\u0102 INDUSTRIAL\u0102 \u0218I CLIMATIC\u0102<\/p>\n<p>\u00cen general, mecanismul de ajustare la frontiera carbonului reprezint\u0103 o etap\u0103 crucial\u0103 \u00een evolu\u021bia politicii europene privind clima. Pe l\u00e2ng\u0103 faptul c\u0103 este un instrument de reducere a emisiilor, acesta \u00eendepline\u0219te o func\u021bie de politic\u0103 industrial\u0103, oferind un sprijin indirect \u00eentreprinderilor europene care opereaz\u0103 \u00eentr-un cadru de reglementare mai strict dec\u00e2t concuren\u021bii lor din afara Europei.
