Detta tillv\u00e4gag\u00e5ngss\u00e4tt, som visserligen \u00e4r utformat f\u00f6r att garantera medlemsstaternas suver\u00e4nitet, kan leda till sv\u00e5righeter n\u00e4r det g\u00e4ller att hantera omedelbara kriser och agera snabbt i n\u00f6dsituationer, s\u00e5som de senaste m\u00e5naderna och i flera riskfyllda geopolitiska sammanhang.<\/p>\n<p>Det senaste fallet som v\u00e4ckte farh\u00e5gor om enh\u00e4llighetens effektivitet \u00e4r Ungerns veto mot att skicka nytt bist\u00e5nd till Ukraina. N\u00e4r det internationella samfundet f\u00f6rs\u00f6ker st\u00f6dja Ukraina i samband med den p\u00e5g\u00e5ende konflikten har det ungerska blocket belyst begr\u00e4nsningarna i det nuvarande systemet f\u00f6r beslutsfattande. I humanit\u00e4ra och geopolitiska krissituationer \u00e4r behovet av snabba och enhetliga insatser avg\u00f6rande, och den nuvarande omr\u00f6stningsstrukturen riskerar att \u00e4ventyra EU:s f\u00f6rm\u00e5ga att agera snabbt och effektivt.<\/p>\n<p>Som svar p\u00e5 situationer som det ungerska vetot mot Ukraina har m\u00e5nga experter och politiker \u00f6ppet b\u00f6rjat diskutera behovet av att reformera EU:s beslutssystem. Ett av de mest omdiskuterade f\u00f6rslagen \u00e4r att avskaffa enh\u00e4lligheten och inf\u00f6ra kvalificerad majoritet som standardmetod f\u00f6r r\u00e5dets beslut. I ett system med kvalificerad majoritet skulle ett beslut kr\u00e4va st\u00f6d fr\u00e5n en p\u00e5 f\u00f6rhand fastst\u00e4lld procentandel av medlemsl\u00e4nderna, vilket skulle g\u00f6ra det sv\u00e5rare f\u00f6r ett enskilt land att blockera ett f\u00f6rslag och g\u00f6ra hela processen smidigare och snabbare.<\/p>\n<p>Det finns flera argument f\u00f6r att avskaffa enh\u00e4lligheten i Europeiska unionens r\u00e5d, bland annat behovet av st\u00f6rre flexibilitet som erbjuds genom kvalificerad majoritet, vilket skulle g\u00f6ra det m\u00f6jligt f\u00f6r unionen att reagera snabbare p\u00e5 nya utmaningar, s\u00e5som humanit\u00e4ra kriser, s\u00e4kerhet och geopolitiska f\u00f6r\u00e4ndringar.
