{"id":25034,"date":"2024-04-21T14:08:24","date_gmt":"2024-04-21T14:08:24","guid":{"rendered":"https:\/\/www.theconservative.online\/inte-ens-en-in-en-ut"},"modified":"2024-04-21T14:09:33","modified_gmt":"2024-04-21T14:09:33","slug":"inte-ens-en-in-en-ut","status":"publish","type":"post","link":"https:\/\/www.theconservative.online\/sv\/inte-ens-en-in-en-ut","title":{"rendered":"Inte ens en in, en ut"},"content":{"rendered":"<p>I sitt <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_23_4426\">tal om tillst\u00e5ndet i unionen 2023<\/a> f\u00f6reslog Europeiska kommissionens ordf\u00f6rande Ursula von der Leyen att minska rapporteringskraven p\u00e5 europeisk niv\u00e5 med 25 procent och \u00e5tog sig att arbeta med medlemsstaterna f\u00f6r att n\u00e5 samma m\u00e5l p\u00e5 nationell niv\u00e5.<\/p>\n<p>P\u00e5 senare tid, i januari 2024, har Europaparlamentets politiska avdelning f\u00f6r ekonomiska, vetenskapliga och livskvalitetsfr\u00e5gor publicerat en <a href=\"https:\/\/www.europarl.europa.eu\/RegData\/etudes\/ATAG\/2024\/754203\/IPOL_ATA(2024)754203_EN.pdf\">studie<\/a> om EU:s regelb\u00f6rda och dess inverkan p\u00e5 f\u00f6retagen.<\/p>\n<p>I rapporten konstateras inledningsvis att &#8221;det fortfarande finns utrymme f\u00f6r kommissionen att \u00f6ka insynen i sin metodik&#8221;. Det \u00e4r verkligen ingen bra b\u00f6rjan att avsl\u00f6ja att Europeiska kommissionen inte verkar s\u00e5 \u00f6ppen n\u00e4r den minskar unionens pappersarbete f\u00f6r f\u00f6retag och medborgare, den s\u00e5 kallade &#8221;en in, en ut&#8221;-strategin.<\/p>\n<p>De europeiska konservativa och reformisterna skulle f\u00f6redra \u00e5tminstone en &#8221;tv\u00e5 ut, en in&#8221;-strategi, med tanke p\u00e5 det redan \u00f6verdrivna antalet f\u00f6rordningar, direktiv och beslut som europeiska myndigheter redan belastar marknader och individer med; det minsta vi kr\u00e4ver \u00e4r att denna m\u00e4ngd inte \u00f6kar ytterligare.<\/p>\n<p>I analysen dras slutsatsen att kommissionens p\u00e5st\u00e5dda minskning av regleringskostnaderna m\u00e5ste tolkas med f\u00f6rsiktighet, eftersom de p\u00e5st\u00e5dda f\u00f6rb\u00e4ttringarna st\u00e5r inf\u00f6r &#8221;viktiga metodologiska utmaningar&#8221;. Med andra ord skall man inte ta kommissionen p\u00e5 s\u00e4rskilt stort allvar.<\/p>\n<p>Det \u00e4r d\u00e4rf\u00f6r Europaparlamentet rekommenderar en oberoende utv\u00e4rdering av principen &#8221;en in, en ut&#8221;, som om den interna utv\u00e4rderingen av kommissionens avdelningar vore partisk. F\u00f6retag, s\u00e4rskilt sm\u00e5 och medelstora f\u00f6retag, anser ocks\u00e5 att det har skett en netto\u00f6kning av EU:s regelb\u00f6rda under de senaste \u00e5ren, i strid med den proportionalitetsprincip som b\u00f6r v\u00e4gleda unionens \u00e5tg\u00e4rder.<\/p>\n<p>Vissa andra nationer g\u00f6r det som EU ignorerar. Storbritannien lanserade t.ex. redan 2010 en &#8221;en in, en ut&#8221;-mekanism f\u00f6r att st\u00e4rka de brittiska f\u00f6retagens konkurrenskraft. \u00c5r 2013 uppgraderade den brittiska regeringen m\u00e5let till &#8221;one in, two out&#8221;, vilket sk\u00e4rptes ytterligare till &#8221;one in, three out&#8221; i mars 2016. Till nackdel f\u00f6r det nuvarande maktpartiet \u00f6vergavs den utm\u00e4rkta strategin senare.<\/p>\n<p>Intressant nog ligger b\u00e5de Polen och Ungern, liksom Italien, under EU-genomsnittet n\u00e4r det g\u00e4ller effekterna av regelb\u00f6rdan enligt f\u00f6retagens rapportering 2021 och utvecklingen sedan 2018, d\u00e5 konservativa regeringar har varit vid makten i dessa tre medlemsstater.<\/p>\n<p>Av 18 generaldirektorat i Europeiska kommissionen till\u00e4mpar 11 principen &#8221;en in, en ut&#8221; n\u00e4r de genomf\u00f6r sina respektive konsekvensbed\u00f6mningar av ny lagstiftning, vilket inneb\u00e4r att 7 inte g\u00f6r det, antingen uttryckligen eller f\u00f6r att, som parlamentet uttrycker det, vi inte vet, saknar ett minimum av \u00f6ppenhet som vi f\u00f6rtj\u00e4nar. Man kan fr\u00e5ga sig om kommissionen \u00f6verhuvudtaget skulle veta.<\/p>\n<p>Det kommer inte som n\u00e5gon \u00f6verraskning, eftersom studien visar att det politikomr\u00e5de som har orsakat st\u00f6rst administrativ b\u00f6rda \u00e4r den europeiska gr\u00f6na given, med 15 lagstiftningsf\u00f6rslag, f\u00f6ljt av ett Europa rustat f\u00f6r den digitala tids\u00e5ldern, med 13.<\/p>\n<p>N\u00e4r det g\u00e4ller nettokostnader\/besparingar har den europeiska gr\u00f6na given ocks\u00e5 varit den dyraste f\u00f6r f\u00f6retag och privatpersoner, med ett imponerande negativt resultat p\u00e5 2 miljarder euro per \u00e5r. I andra fall erk\u00e4nner parlamentet i sin rapport att &#8221;ett antal exempel visar att de f\u00f6rv\u00e4ntade kostnaderna f\u00f6r nya f\u00f6reslagna best\u00e4mmelser verkar vara h\u00f6gre \u00e4n deras potentiella f\u00f6rdelar&#8221; och att &#8221;det \u00e4r oklart om nettobelastningen har minskats eller till och med begr\u00e4nsats&#8221;.<\/p>\n<p>S\u00e4rskilt f\u00f6retr\u00e4dare f\u00f6r f\u00f6retag, d\u00e4ribland sm\u00e5 och medelstora f\u00f6retag i Nederl\u00e4nderna, Tyskland och Tjeckien, har rapporterat om \u00f6kande skyldigheter till f\u00f6ljd av EU-\u00e5tg\u00e4rder.
