EU:s klimatpolitik ing\u00e5r i det s\u00e5 kallade lagstiftningspaketet &#8221;Fit for 55&#8221;, som i teorin \u00e4r utformat f\u00f6r att minska unionens utsl\u00e4pp av v\u00e4xthusgaser med 55 % fram till 2030, d\u00e4rav det m\u00e4rkliga namnet. &#8221;Fit for 55&#8221; inneb\u00e4r dock utmaningar f\u00f6r v\u00e4g-, luft- och sj\u00f6transporter. N\u00e4r det g\u00e4ller v\u00e4gtransporter inneb\u00e4r en av r\u00e4ttsakterna i &#8221;Fit for 55&#8221;, f\u00f6rordning 2023\/851, att f\u00f6rbr\u00e4nningsmotorer f\u00f6r v\u00e4gfordon fasas ut 2035. EU-institutionerna har f\u00f6rsvarat denna \u00e5tg\u00e4rd med att utsl\u00e4ppen av v\u00e4xthusgaser fr\u00e5n passagerartransporter st\u00e5r f\u00f6r cirka 20 procent av EU:s totala utsl\u00e4pp. Vi vet dock redan att bilar med l\u00e5ga koldioxidutsl\u00e4pp (elbilar) inte \u00e4r \u00f6verkomliga f\u00f6r de europeiska l\u00e5ginkomsttagarna, som skulle beh\u00f6va betala en pris\u00f6kning p\u00e5 10-50 procent j\u00e4mf\u00f6rt med ett fordon med klassisk f\u00f6rbr\u00e4nningsmotor. Om den befolkningen i st\u00e4llet h\u00e4nvisas till begagnatmarknaden uppst\u00e5r problemet med batteriernas begr\u00e4nsade livsl\u00e4ngd. Den kinesiska befolkningen har b\u00e4ttre tillg\u00e5ng till elfordon, eftersom de inte beh\u00f6ver ta itu med problemen med brist p\u00e5 halvledare, flaskhalsar i leveranskedjan p\u00e5 grund av utbudet av s\u00e4llsynta material och brist p\u00e5 offentligt st\u00f6d, vilket i Europa anses p\u00e5verka konkurrensen. Som ett resultat av detta minskade detaljhandelspriset i Kina f\u00f6r elfordon med 2% 2023 j\u00e4mf\u00f6rt med f\u00f6reg\u00e5ende \u00e5r. \u00d6verg\u00e5ngen till elektrifiering av personbilar, sk\u00e5pbilar och lastbilar kommer att p\u00e5verka efterfr\u00e5gan p\u00e5 kraft fr\u00e5n eln\u00e4ten och d\u00e4rmed priset. Tyv\u00e4rr inneh\u00e5ller studien inte n\u00e5gon dataanalys av s\u00e5dana pris\u00f6kningar och, n\u00e4r det g\u00e4ller godstransporter, produktivitets\u00f6kningar. Regleringen av j\u00e4rnv\u00e4gstransporter har utvecklats fr\u00e5n en gradvis liberalisering till fr\u00e4mjande av st\u00f6rre trafikvolymer p\u00e5 j\u00e4rnv\u00e4gsn\u00e4tet, som ett alternativ till mer f\u00f6rorenande former av r\u00f6rlighet. Energiskattedirektivet tar bort den fullst\u00e4ndiga befrielsen fr\u00e5n energiskatt f\u00f6r resor inom EU f\u00f6r b\u00e5de flygtransporter (fotogen) och sj\u00f6transporter (tung olja). Luftfarten st\u00e5r f\u00f6r cirka 2-3% av de globala koldioxidutsl\u00e4ppen och dessa ber\u00e4knas \u00f6ka ytterligare p\u00e5 grund av \u00f6kad efterfr\u00e5gan. Studien f\u00f6rutsp\u00e5r h\u00f6gre biljettpriser f\u00f6r passagerare och l\u00e4gre flygfrekvens f\u00f6r vissa rutter. Detta g\u00e4ller b\u00e5de f\u00f6r kommersiella flygningar och f\u00f6r flygfrakt; i det senare fallet f\u00e5r en \u00f6kning av fraktpriserna konsekvenser f\u00f6r konkurrenskraften. Slutligen kommer \u00e4ven sj\u00f6farten att f\u00e5 \u00f6kade biljettpriser f\u00f6r passagerarna. Sj\u00f6transporterna kommer p\u00e5 samma s\u00e4tt att drabbas av h\u00f6gre driftskostnader och fraktpriser. Prisskillnaden mellan konventionella marina br\u00e4nslen och alternativa br\u00e4nslen kan vara ganska betydande, f\u00f6r n\u00e4rvarande 40% h\u00f6gre i det senare fallet. Rederierna kommer att uppmuntras att s\u00e4nka hastigheterna f\u00f6r att minska br\u00e4nslef\u00f6rbrukningen och utsl\u00e4ppen, vilket f\u00f6rl\u00e4nger restiderna och f\u00f6rs\u00e4mrar produktiviteten. Studien pekar p\u00e5 dominoeffekter p\u00e5 syssels\u00e4ttning och vidaref\u00f6rbindelser f\u00f6r EU-hamnar som f\u00f6rlorar trafik, eftersom avlastare undviker eller minimerar hamnar i Europeiska ekonomiska samarbetsomr\u00e5det f\u00f6r att undkomma effekterna av unionslagstiftningen.<\/p>\n<p>  Ett fartyg som reser fr\u00e5n Kina till Europa kan till exempel v\u00e4lja hamnen i Tanger i Marocko i st\u00e4llet f\u00f6r Algeciras i Spanien, som ligger bara 30 kilometer bort. Subventionssystem f\u00f6r att kontrollera pris\u00f6kningarna \u00e4r inte ekonomiskt h\u00e5llbara och inneb\u00e4r en o\u00f6nskad marknadsintervention. Europeiska unionen har redan anslagit en budget p\u00e5 25,8 euro f\u00f6r transport genom sin &#8221;Fonden f\u00f6r ett sammanl\u00e4nkat Europa&#8221; f\u00f6r perioden 2021-2027. F\u00f6respr\u00e5karna f\u00f6r &#8221;Fit for 55&#8221; p\u00e5 transportomr\u00e5det h\u00e4vdar att sektorn kommer sist i EU n\u00e4r det g\u00e4ller att inf\u00f6ra f\u00f6rnybar energi, endast 8,9 %.
