{"id":39364,"date":"2025-02-04T07:39:26","date_gmt":"2025-02-04T07:39:26","guid":{"rendered":"https:\/\/www.theconservative.online\/konkurrenskraftskompass-iii"},"modified":"2025-02-04T07:39:26","modified_gmt":"2025-02-04T07:39:26","slug":"konkurrenskraftskompass-iii","status":"publish","type":"post","link":"https:\/\/www.theconservative.online\/sv\/konkurrenskraftskompass-iii","title":{"rendered":"Konkurrenskraftskompass (III)"},"content":{"rendered":"<p>Som en forts\u00e4ttning p\u00e5 denna serie artiklar om den konkurrenskraftskompass som von der Leyen tillk\u00e4nnagav f\u00f6r n\u00e5gra dagar sedan (jag hoppas att denna och en sista artikel blir slutet p\u00e5 tetralogin) tillk\u00e4nnager kommissionen ocks\u00e5 en investeringsplan f\u00f6r h\u00e5llbara transporter, inklusive en plan f\u00f6r ett europeiskt j\u00e4rnv\u00e4gsn\u00e4t f\u00f6r h\u00f6ghastighetst\u00e5g, samt en strategi f\u00f6r hamnar och sj\u00f6fartsindustrin. Men som med allt som n\u00e4mnts ovan \u00e4r det inte s\u00e4rskilt trov\u00e4rdigt och strider dessutom mot de beslut och f\u00f6rordningar som, med urs\u00e4kt f\u00f6r klimatet, godk\u00e4ndes av den stora koalitionen av konservativa, socialister, liberaler och gr\u00f6na. De str\u00e4nga milj\u00f6best\u00e4mmelserna f\u00f6r sj\u00f6transporter har till exempel redan lett till att multinationella f\u00f6retag flyr till hamnen i Tanger i Marocko i st\u00e4llet f\u00f6r Algeciras i Spanien, vilket verkar vara ett skott i m\u00f6rkret utan n\u00e5gon annan strategi \u00e4n att upph\u00e4va all den skada som gjordes under den f\u00f6rra mandatperioden.<\/p>\n<p> <img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-38944 alignright\" src=\"https:\/\/www.theconservative.online\/wp-content\/uploads\/2025\/02\/Mapa_del_Magreb_1956.svg_.png\" alt=\"\" width=\"440\" height=\"453\"><\/p><div class='related_content'><span>RELATED<\/span><ul><li><a href='https:\/\/www.theconservative.online\/sv\/cherys-europeiska-strategi-utnyttja-allianser-for-att-utoka-tillverkningsavtrycket'>Cherys europeiska strategi: Utnyttja allianser f\u00f6r att ut\u00f6ka tillverkningsavtrycket<\/li><\/a><li><a href='https:\/\/www.theconservative.online\/sv\/italiens-dominans-inom-vin-visas-upp-pa-vinitaly-exporten-nar-78-miljarder-euro'>Italiens dominans inom vin visas upp p\u00e5 Vinitaly: Exporten n\u00e5r 7,8 miljarder euro<\/li><\/a><li><a href='https:\/\/www.theconservative.online\/sv\/eu-lanserar-ett-fullstandigt-in-och-utresesystem-en-digital-oversyn-av-granskontrollerna'>EU lanserar ett fullst\u00e4ndigt in- och utresesystem: En digital \u00f6versyn av gr\u00e4nskontrollerna<\/li><\/a><\/ul><\/div>\n<p>En annan aspekt d\u00e4r kommissionen verkar backa &#8211; trots den skada som redan har \u00e5samkats europeiska f\u00f6retag &#8211; \u00e4r den som r\u00f6r den s\u00e5 kallade mekanismen f\u00f6r justering av koldioxidutsl\u00e4pp vid gr\u00e4nserna, en dold tull i form av klimatskydd. S\u00e5 \u00e4ven om de s\u00e4ger att de vill se \u00f6ver och f\u00f6renkla den, \u00f6verv\u00e4ger de i sj\u00e4lva verket ocks\u00e5 en m\u00f6jlig utvidgning till nya sektorer och produkter samt \u00e5tg\u00e4rder f\u00f6r att hantera effekterna p\u00e5 exporten av relevanta varor, s\u00e5 att det kanske, efter allt prat, inte blir n\u00e5got av det. Slutligen f\u00f6resl\u00e5s i kommissionens dokument att en lag om cirkul\u00e4r ekonomi ska inf\u00f6ras f\u00f6r att fungera som en katalysator f\u00f6r investeringar i \u00e5tervinningsindustrin och f\u00f6r att uppmuntra den europeiska industrin att ers\u00e4tta jungfruliga material och minska avfallet och f\u00f6rbr\u00e4nningen av r\u00e5varor. Det m\u00e5ste dock n\u00e4mnas att Spanien redan har en lag om cirkul\u00e4r ekonomi, som enligt uppgift inf\u00f6rdes f\u00f6r att uppfylla EU:s m\u00e5l fr\u00e5n 2022, och att det enda den har lett till \u00e4r regelkaos, f\u00f6rvirring och nya skatter f\u00f6r medborgarna, t.ex. den s\u00e5 kallade avfallsskatten. Det r\u00e5der ingen tvekan om att den europeiska ekonomin &#8211; om man bortser fr\u00e5n extrema st\u00e5ndpunkter fr\u00e5n gr\u00f6na, socialister och vissa s\u00e5 kallade liberaler &#8211; befinner sig i en situation med ett alltf\u00f6r stort beroende av internationella marknader och av tredjel\u00e4nders ekonomier, vilket utan tvekan skapar en os\u00e4ker situation f\u00f6r ekonomier och medborgare. Det \u00e4r ingen id\u00e9 att gratulera oss sj\u00e4lva till att ha det st\u00f6rsta n\u00e4tverket av frihandelsavtal om resultatet av deras genomf\u00f6rande inte gynnar europ\u00e9er och f\u00f6retag. Jag h\u00e5ller med kommissionen om att ett stort antal handelspartner bidrar till att undvika f\u00f6rs\u00f6rjningsproblem n\u00e4r det g\u00e4ller r\u00e5varor och energi, vilket \u00e4r bra, eftersom det \u00e4r en l\u00e4rdom av beroendet av rysk gas. Men detta f\u00e5r inte leda till slutsatsen att vi kan bygga v\u00e5r ekonomiska modell p\u00e5 internationella avtal, utan snarare att vi m\u00e5ste forts\u00e4tta att \u00f6ka v\u00e5r egen produktion inom alla strategiska sektorer. Och med strategiska menas allt fr\u00e5n jordbruk, boskap och fiske till f\u00f6rsvar och marin sektor, energi och s\u00e5 kallade kritiska r\u00e5varor. <\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-38954 alignleft\" src=\"https:\/\/www.theconservative.online\/wp-content\/uploads\/2025\/02\/descarga-2.jpeg\" alt=\"\" width=\"229\" height=\"220\">Det som har sagts hittills \u00e4r p\u00e5 EU-niv\u00e5, men om vi tittar p\u00e5 Sydeuropa kan det som \u00e4r en m\u00f6jlighet ocks\u00e5 vara en risk. Den nya Medelhavspakten \u00e4r avsedd att vara ett ambiti\u00f6st samarbetsavtal om energi och ren teknik, vilket kommer att vara f\u00f6rdelaktigt om det hanteras p\u00e5 lika villkor och baseras p\u00e5 \u00f6msesidighet, och inte som ytterligare en mekanism f\u00f6r att flytta energiproduktionen till Nordafrika, \u00e4ven om syssels\u00e4ttning och andra produktionskostnader \u00e4r billigare d\u00e4r, eftersom det kan \u00f6ka beroendet.  Vi f\u00e5r se.<\/p>\n<p>Vad vi vet hittills \u00e4r att investeringar och samarbetsavtal med tredjel\u00e4nder under de senaste \u00e5rtiondena har slagit tillbaka p\u00e5 de europeiska ekonomierna, oavsett om det g\u00e4ller Marocko med Spanien eller Kina med hela Europa, men s\u00e4rskilt med Tysklands industriella makt. Av denna anledning skulle vi v\u00e4lkomna, om det sker, inf\u00f6randet av en europeisk preferens vid offentlig upphandling f\u00f6r strategiska sektorer och tekniker.
