EU-kommissionens ordf\u00f6rande Ursula von der Leyen meddelade att hon kommer att f\u00f6resl\u00e5 en riktad \u00e4ndring av f\u00f6rordningen om koldioxidutsl\u00e4pp f\u00f6r bilar, som ger biltillverkarna tre \u00e5r p\u00e5 sig att anpassa sig till efterlevnadsstandarderna i st\u00e4llet f\u00f6r ett \u00e5rligt krav. <\/p>\n<p>Syftet med den nya \u00e5tg\u00e4rden \u00e4r att balansera behovet av att minska utsl\u00e4ppen med de sv\u00e5righeter som bilsektorn st\u00e5r inf\u00f6r. Von der Leyen sade: &#8221;Det finns en tydlig efterfr\u00e5gan p\u00e5 mer flexibilitet n\u00e4r det g\u00e4ller CO2-m\u00e5len. EU-kommissionens tillk\u00e4nnagivande fick omedelbar effekt p\u00e5 fordonssektorn och fick de stora biltillverkarnas aktier att skjuta i h\u00f6jden p\u00e5 b\u00f6rsen. B\u00f6terna f\u00f6r bristande efterlevnad av utsl\u00e4ppsnormerna kunde ha uppg\u00e5tt till mer \u00e4n 15 miljarder euro 2024, vilket utgjorde ett betydande hot mot sektorn.    <\/p>\n<p>Ministern f\u00f6r f\u00f6retagande och Made in Italy, Adolfo Urso, v\u00e4lkomnade Europeiska kommissionens beslut och sade att det representerar &#8221;en seger f\u00f6r den europeiska fordonsindustrin och f\u00f6r Italien&#8221;. Enligt Urso kommer en st\u00f6rre flexibilitet att f\u00f6rhindra att sektorn kollapsar, vilket eliminerar risken f\u00f6r omedelbara b\u00f6ter och banar v\u00e4g f\u00f6r en europeisk incitamentsplan f\u00f6r bilens ekologiska \u00f6verg\u00e5ng. Urso betonade ocks\u00e5 vikten av att s\u00e4kerst\u00e4lla strategisk autonomi i produktionen av batterier f\u00f6r elfordon, s\u00e5 att den europeiska industrin kan konkurrera med andra stora globala makter, som Kina och USA, p\u00e5 marknaden f\u00f6r h\u00e5llbar mobilitet. Fordonsindustrin \u00e4r en av de viktigaste sektorerna i den europeiska ekonomin och den ekologiska omst\u00e4llningen utg\u00f6r en avg\u00f6rande utmaning. Att bevilja tre \u00e5r f\u00f6r att anpassa sig till utsl\u00e4ppsnormerna kommer att ge biltillverkarna den tid de beh\u00f6ver f\u00f6r att investera i ny teknik och st\u00e4rka infrastrukturen f\u00f6r elektrisk mobilitet. Fr\u00e5gan om hur man ska balansera milj\u00f6m\u00e5len med behovet av att skydda den europeiska industrins konkurrenskraft \u00e4r dock fortfarande \u00f6ppen. \u00d6versynen av teknikneutraliteten f\u00f6r 2035 skulle kunna leda till en mer inkluderande strategi, som beaktar alla tillg\u00e4ngliga l\u00f6sningar f\u00f6r att minska fordonssektorns milj\u00f6p\u00e5verkan. Under de kommande m\u00e5naderna kommer Europaparlamentet och Europeiska unionens r\u00e5d att uppmanas att bed\u00f6ma det \u00e4ndringsf\u00f6rslag som von der Leyen har lagt fram. Om den nya f\u00f6rordningen godk\u00e4nns snabbt, vilket kommissionens ordf\u00f6rande hoppas, kommer den att utg\u00f6ra ett viktigt st\u00f6d f\u00f6r f\u00f6retagen i sektorn och m\u00f6jligg\u00f6ra en mer gradvis \u00f6verg\u00e5ng till h\u00e5llbar r\u00f6rlighet utan att \u00e4ventyra den europeiska fordonsindustrins konkurrenskraft.        <\/p>\n<p>Samtidigt m\u00e5ste EU investera mer i infrastruktur f\u00f6r laddning av elbilar och innovativ teknik f\u00f6r att s\u00e4kerst\u00e4lla att \u00f6verg\u00e5ngen till utsl\u00e4ppsfri r\u00f6rlighet blir effektiv och h\u00e5llbar. Incitament f\u00f6r ink\u00f6p av fordon med l\u00e5ga utsl\u00e4pp kommer ocks\u00e5 att spela en viktig roll, vilket kan p\u00e5skynda utbytet av bilparken och minska koldioxidutsl\u00e4ppen snabbare.
