De dagar d\u00e5 det stora m\u00e5let om noll koldioxidutsl\u00e4pp verkade oundvikligt ligger redan bakom oss.  <\/p>\n<p>&#8221;Alla nya bilar som kommer in p\u00e5 EU-marknaden fr\u00e5n 2035 m\u00e5ste ha noll koldioxidutsl\u00e4pp&#8221; \u00e4r en av \u00e5tg\u00e4rderna i paketet &#8221;Fit for 55&#8221;, men det som tills nyligen verkade vara en fast regel \u00e4r inte l\u00e4ngre det. Det oundvikliga (som klarsynta observat\u00f6rer ans\u00e5g det) har h\u00e4nt. Enligt det senaste f\u00f6rslaget fr\u00e5n EU-kommissionen har m\u00e5let om en 100-procentig minskning av koldioxidutsl\u00e4ppen &#8221;mjukats upp&#8221; och f\u00f6rvandlats till en 90-procentig minskning, vilket inneb\u00e4r att f\u00f6rbudet mot f\u00f6rs\u00e4ljning av f\u00f6rbr\u00e4nningsmotorer de facto avskaffas. Med andra ord kommer klassiska motorer fortfarande att vara ett alternativ efter 2035, en av de mest tr\u00f6stande utvecklingarna i slutet av \u00e5ret. Samtidigt har kommissionen ocks\u00e5 l\u00e4ttat p\u00e5 m\u00e5len f\u00f6r eldrivna kommersiella fordon, och s\u00e4nkt m\u00e5let f\u00f6r CO2-utsl\u00e4pp fr\u00e5n 50 % till 40 %. Det som fram till helt nyligen verkade om\u00f6jligt att uppn\u00e5 &#8211; verklig flexibilitet &#8211; har pl\u00f6tsligt blivit n\u00e5got naturligt och verkligen n\u00f6dv\u00e4ndigt f\u00f6r en verkligt konkurrenskraftig sektor. Uttalandena fr\u00e5n Apostolos Tzitzikostas, kommission\u00e4r med ansvar f\u00f6r h\u00e5llbara transporter och turism, var kanske chockerande f\u00f6r n\u00e5gra m\u00e5nader sedan, men idag pekar de i en riktning som kan inneb\u00e4ra en \u00e5terg\u00e5ng till det normala: &#8221;Den europeiska fordonsindustrin \u00e4r en h\u00f6rnsten i v\u00e5r ekonomi, den bidrar med 7 procent till EU:s BNP och st\u00f6der n\u00e4stan 14 miljoner jobb. Med fordonspaketet st\u00e4rker vi sektorns konkurrenskraft genom att inf\u00f6ra flexibilitet i standarderna f\u00f6r koldioxidutsl\u00e4pp f\u00f6r personbilar och sk\u00e5pbilar och ett teknikneutralt ramverk.&#8221; Vilken utveckling!   <\/p>\n<p>Men vad kan ha f\u00f6ranlett Bryssels &#8221;pl\u00f6tsliga&#8221; flexibilitet i en fr\u00e5ga som tycktes vara huggen i sten och som m\u00e5ste genomf\u00f6ras strikt? Kan det ha varit ett avsl\u00f6jande efter de konservativa krafternas \u00f6ppna motst\u00e5nd mot &#8221;Fit for 55&#8221;-politiken? Ett motst\u00e5nd som grundade sig p\u00e5 realistiska och pragmatiska \u00f6verv\u00e4ganden, inte ideologiska. Eller gav man efter f\u00f6r p\u00e5tryckningar fr\u00e5n stora tillverkare inom fordonssektorn, f\u00f6r vilka s\u00e5dana revolutionerande f\u00f6r\u00e4ndringar skulle ha f\u00e5tt de mest katastrofala f\u00f6ljderna?   <\/p>\n<p>Ju mer de gr\u00f6na och liberalerna drev sin fanatiska milj\u00f6agenda mot en allt farligare utopi, desto st\u00f6rre blev klyftan mellan verklighet och fantasi. Ta exemplet med &#8221;konkurrenskraft&#8221;. Det har varit ett av de mest diskuterade begreppen. L\u00e5t oss vara tydliga med att Europeiska kommissionen inte har n\u00e5gon brist p\u00e5 initiativ och strategier f\u00f6r att hitta s\u00e4tt att &#8221;stimulera&#8221; den ekonomiska konkurrenskraften inom EU. Klyftan mellan EU:s ekonomi och de globala stormakternas ekonomier \u00e4r dock inte bara en obestridlig realitet, utan en realitet som v\u00e4xer sig allt st\u00f6rre. Hur kan konkurrenskraften st\u00e4rkas n\u00e4r en vital sektor av ekonomin \u00e4r under n\u00e4stan exempell\u00f6s bel\u00e4gring, i namn av en ideologi som utlovar ett falskt paradis? Svaret \u00e4r: det kan den inte.      <\/p>\n<p>&#8221;R\u00e4dda planeten&#8221;-politiken skulle ha begravt bilindustrin och d\u00f6mt miljontals arbetstagare till fattigdom, med stor risk att f\u00f6rlora sina jobb. De dagar d\u00e5 m\u00e5let om &#8221;nettonollutsl\u00e4pp&#8221; m\u00e5ste uppn\u00e5s till varje pris \u00e4r f\u00f6rbi &#8211; eller s\u00e5 verkar det i alla fall.
