Det som hade blivit en kraftfull symbol f\u00f6r ambitionen i EU:s gr\u00f6na giv omformas nu till ett mer flexibelt ramverk som till\u00e5ter en begr\u00e4nsad roll f\u00f6r f\u00f6rbr\u00e4nningsbaserade tekniker efter detta datum. <\/p>\n<p>I det nya f\u00f6rslaget, som godk\u00e4ndes av kommissionen i Strasbourg efter heta interna debatter, ers\u00e4tts det tidigare m\u00e5let om en 100-procentig minskning av fordonsutsl\u00e4ppen med en 90-procentig minskning j\u00e4mf\u00f6rt med 2021 \u00e5rs niv\u00e5er. F\u00f6r att kompensera f\u00f6r de \u00e5terst\u00e5ende 10% av utsl\u00e4ppen som kommer att tolereras enligt de nya reglerna m\u00e5ste biltillverkarna samla p\u00e5 sig s\u00e5 kallade utsl\u00e4ppskrediter. Dessa krediter kan tj\u00e4nas in genom en rad olika strategier, inklusive anv\u00e4ndning av koldioxidsn\u00e5lt st\u00e5l som produceras inom EU och anv\u00e4ndning av h\u00e5llbara br\u00e4nslen som syntetiska e-br\u00e4nslen och avancerade biobr\u00e4nslen som inte \u00e4r avsedda f\u00f6r livsmedel och som framst\u00e4lls av jordbruksavfall eller anv\u00e4nd matolja. Biobr\u00e4nslen som framst\u00e4lls av livsmedelsgr\u00f6dor \u00e4r fortfarande undantagna.   <\/p>\n<p>Enligt kommissionens ber\u00e4kningar skulle detta system kunna leda till att 30-35% av bilmarknaden efter 2035 kan betj\u00e4nas av fordon som inte \u00e4r helt eldrivna. Kommissionens ordf\u00f6rande Ursula von der Leyen f\u00f6rs\u00f6kte lugna kritikerna genom att s\u00e4ga att &#8221;Europa forts\u00e4tter att ligga i framkant av den globala \u00f6verg\u00e5ngen till en ren ekonomi&#8221;. Italiens n\u00e4ringsminister Adolfo Urso hyllade d\u00e4remot \u00e5tg\u00e4rden som ett &#8221;brott mot ideologins mur&#8221; och tog \u00e5t sig \u00e4ran f\u00f6r Roms str\u00e4van efter teknikneutralitet.  <\/p>\n<p>Reaktionerna fr\u00e5n industrin har varit blandade. ACEA (European Automobile Manufacturers&#8217; Association) v\u00e4lkomnade f\u00f6r\u00e4ndringen som ett steg mot en mer pragmatisk och flexibel \u00f6verg\u00e5ng, medan italienska UNRAE h\u00e4vdade att det var n\u00f6dv\u00e4ndigt med tanke p\u00e5 bristen p\u00e5 en sammanh\u00e4ngande EU-omfattande industripolitik f\u00f6r att st\u00f6dja elektrifiering. \u00c5 andra sidan uttryckte tillverkare som uteslutande fokuserar p\u00e5 elfordon starkt motst\u00e5nd. Polestars VD Michael Lohscheller varnade f\u00f6r att en f\u00f6rsvagning av reglerna skulle kunna skada b\u00e5de klimatet och Europas l\u00e5ngsiktiga konkurrenskraft.   <\/p>\n<h3>Ytterligare flexibilitet och marknadsst\u00f6d<\/h3>\n<p>Ut\u00f6ver den \u00f6vergripande \u00e4ndringen av utsl\u00e4ppsm\u00e5let har kommissionen inf\u00f6rt ytterligare flexibilitet. Biltillverkare kommer att beviljas en tre\u00e5rig f\u00f6rl\u00e4ngning, fr\u00e5n 2030 till 2032, f\u00f6r att uppfylla kommande utsl\u00e4ppsminskningar. Utsl\u00e4ppsminskningsm\u00e5len f\u00f6r sk\u00e5pbilar till 2030 har ocks\u00e5 s\u00e4nkts fr\u00e5n 50 % till 40 %.  <\/p>\n<p>F\u00f6r att stimulera efterfr\u00e5gan p\u00e5 prisv\u00e4rda elbilar som tillverkas i Europa har Bryssel lanserat en ny kategori f\u00f6r &#8221;sm\u00e5 prisv\u00e4rda bilar&#8221;, som omfattar elbilar med en l\u00e4ngd p\u00e5 upp till 4,2 meter. Dessa modeller kommer att omfattas av frysta lagkrav under tio \u00e5r och kan, om de tillverkas inom EU, r\u00e4knas som &#8221;superkrediter&#8221; f\u00f6r att uppn\u00e5 flottans utsl\u00e4ppsm\u00e5l. Parallellt har EU \u00f6ronm\u00e4rkt 1,8 miljarder euro f\u00f6r att st\u00f6dja en helt europeisk batterif\u00f6rs\u00f6rjningskedja, inklusive 1,5 miljarder euro i r\u00e4ntefria l\u00e5n med start n\u00e4sta \u00e5r.  <\/p>\n<p>F\u00f6retagsflottor, som st\u00e5r f\u00f6r cirka 60 procent av nybilsf\u00f6rs\u00e4ljningen i Europa, \u00e4r en annan viktig h\u00e4vst\u00e5ng. Enligt f\u00f6rslaget kommer Italien att beh\u00f6va s\u00e4kerst\u00e4lla att utsl\u00e4ppsfria fordon utg\u00f6r minst 45 procent av f\u00f6retagens flottor 2030 och 80 procent 2035, \u00e4ven om medlemsl\u00e4nderna beh\u00e5ller flexibilitet i hur de uppn\u00e5r dessa m\u00e5l. <\/p>\n<h3>En \u00f6verg\u00e5ng i tv\u00e5 hastigheter<\/h3>\n<p>Trots dessa \u00e5tg\u00e4rder kvarst\u00e5r farh\u00e5gorna om en europeisk marknad med &#8221;tv\u00e5 hastigheter&#8221;. Anv\u00e4ndningen av elfordon \u00e4r starkt koncentrerad till norra och v\u00e4stra Europa. Norge, som inte \u00e4r medlem i EU, n\u00e5dde en extraordin\u00e4r andel p\u00e5 94% av den totala f\u00f6rs\u00e4ljningen av elfordon under de f\u00f6rsta sju m\u00e5naderna 2025, medan l\u00e4nder som Kroatien ligger kvar p\u00e5 cirka 1%. Inom EU varierar elbilspenetrationen fr\u00e5n cirka 5% i Italien till cirka 10% totalt under samma period.   <\/p>\n<p>Kritikerna fruktar att en uppluckring av utsl\u00e4ppsm\u00e5len skulle kunna bromsa investeringarna i laddningsinfrastruktur, som \u00e4r en h\u00f6rnsten i massanv\u00e4ndningen av elbilar. I l\u00e4nder med gener\u00f6sa k\u00f6pincitament, som Spanien, har de fr\u00e4msta f\u00f6rm\u00e5nstagarna dessutom ofta varit kinesiska tillverkare som erbjuder billigare modeller \u00e4n sina europeiska rivaler. <\/p>\n<p>Kommissionens utspel skisserar en ny, noggrant kalibrerad v\u00e4g: en kompromiss som \u00e4r utformad f\u00f6r att f\u00f6rena klimatambitioner med industriell kapacitet och ekonomiska intressen.
