On April 23 and 24, 2026, the heads of state and government of the 27 EU Member States met in Cyprus for an informal European Council. Under the framework of the Cypriot Presidency, the summit provided a space for strategic dialogue on regional stability, the energy crisis, and the reinforcement of the Single Market.

“My message today to our partners were two. First, I wanted to reaffirm our absolute solidarity with our partners in the region. A key lesson of the past weeks is that security is indivisible. You cannot have stability in the Middle East or the Gulf while Lebanon is in flames. So we have called for the respect of Lebanon’s sovereignty and territorial integrity. A temporary pause is not enough: we need a permanent path to peace. And on the way, we will continue to support the Lebanese people. Six EU humanitarian air bridge flights have delivered over 250 tonnes of aid, as part of the €100 million in humanitarian assistance.”

“We are here as friends and as partners. We welcome the prolonged ceasefire in Iran. We welcome the approval of the €90 billion loan for Ukraine and we also very much welcome all the measures that have been taken, especially the 20th package of sanctions. Ukraine needs financial assistance and it need momentum and with this, as the European Parliament has been asking for months, we are giving Ukraine, as Europe, both.
I will make some points to the leaders, today First of all, on ‘One Europe, one market’. This is a roadmap that will allow us to deliver on what the citizens have asked from us. We will do it fast and we will do it in an effettive way. As a legislator, in full respect of our competencies and with full responsibiliy of how we can have less fragmentation, more effective decisions and with speed. Second, on energy. We welcome the measures to make it easier for our citizens in a time of so many crisis that we are facing. However we need to go beyond just temporary measures. We need to be sure that we invest in our networks, our infrastrutture has to work, our supply needs to be secured and we need to be better at it. I think now is the moment, rather than taking just quick, temporary measures, that, as Europe, we really ensure that strategic autonomy that we have been talking about.”
